The position sits within the Market Building with Toolkits & Products (KTCSM) unit, part of the One Climate Department under the Planet Vertical of the WBG Knowledge Bank. KTCSM's mission is to accelerate the adoption of low-carbon and resilient solutions in emerging markets by developing globally recognized certification systems, digital tools, and market-building products that lower transaction costs, build investor confidence, and connect public policy to private sector investment. The unit manages four flagship programs, EDGE (green building certification), BRI (Building Resilience Index), APEX (city-level climate action planning), and Eco-Industrial Parks (EIP) certification.

Market Accelerator for Green Construction Program ("MAGC")

Launched in 2018 in partnership between IFC and the United Kingdom Government's Department for Energy Security and Net Zero (DESNZ), program aims to boost the uptake of green construction across emerging markets. As a joint-venture among WBG Climate, Financial Institution Group (FIG) and Blended Finance departments, the program develops green building pipelines to catalyze green finance and investment, driving market transformation. MAGC provides key support to IFC's Excellence in Design for Greater Efficiencies (EDGE) (www.edgebuildings.com) and other leading green building certifications. 

Building Resilience Index Program (BRI)

IFC recognizes the importance of mainstreaming disaster resilience and climate adaptation in emerging markets. IFC's Building Resilience Index (BRI) aims to enhance urban resilience against climate change-induced and geoseismic natural hazards by promoting the design, construction, retrofit, finance, and insurance of resilient buildings. The program takes a holistic approach, focusing on the development of the Building Resilience Index app, improving access to finance for resilient projects, facilitating direct investment in resilient demonstration projects, and improving the public policy environment to support a resilient building market. The BRI App is a web-based hazard mapping and resilience assessment framework for the building sector. It provides location-specific hazard information, resilience measures, and disclosure mechanism for stakeholders in the sector. 

We are seeking a highly motivated Operations Officer to be based in Washington, D.C., to support the delivery and strategic management of the Market Accelerator for Green Construction (MAGC) and Building Resilience Index (BRI) programs. The successful candidate will play a key role in the operational execution of these initiatives, while also providing cross-cutting support for various operational tasks within the unit. He/she will report directly to the Global Operations Lead with dotted line to the Principal Industry Specialist based in Washington DC. 
Roles and Accountabilities 

The selected candidate is expected to drive the continued advancement of the MAGC program, prioritizing the strategic scale-up of ongoing EDGE certification efforts in emerging markets. The officer will also contribute to the enhancement of the EDGE and BRI platforms, including managing key metrics and reporting to donors. Core responsibilities include: 

Manage the reporting and coordination of MAGC
  Coordinate among IFC's implementing departments, proactively securing relevant content and ensuring the delivery of high-quality data for MAGC's annual report, semiannual meetings, and other critical requirements.
  Control data input and quality for EDGE, especially green building investment data and the Climate Assessment for Financial Institutions (CAFI) results, ensuring accuracy and reliability in all reporting activities.
  Oversee EDGE dashboard design and quality by supervising team's analyst.

Building Resilience Index (BRI) Operations Lead
  Lead operational coordination with BRI project heads in all regions, setting key performance indicators, and tracking progress to drive successful outcomes.
  Establish and manage the accreditation framework for BRI Verifiers and Assessors across all regions, including the development and continuous improvement of training materials, examination standards, and coordination of training activities for engineers and architects to grow the pool of climate professionals.
  Facilitate seamless onboarding of global verification partners by fostering collaboration.
  Establish partnerships, fundraising and donor relations.
  Guide IT staff to enhance BRI user experience and reporting of key metrics.
  Maintain Spanish versions of key BRI documents (e.g. User Guide, Governance Protocol).

Project Governance and Financial Management
  Support fund raising for EDGE and BRI projects at global and regional level when required. 
  Guide the development of implementation plans, as well as the restructuring of advisory projects.
  Review project supervision reports of EDGE/BRI and APEX (Green Cities), ensuring quality before submission to management.
  Guide preparation of project completion reports, elevating the documentation to highlight Development Effectiveness, e.g. showcase the Advisory Services' contributions to investments, royalties' collection, and other key performance metrics.
  Review quarterly financial reports from KTCSM, MAGC, and BRI, providing guidance to the financial team.
  Lead and manage the encashment process for MAGC's call of funds.
  Oversee the invoice process of EDGE royalties for 9 partner organizations.
  Monitor budget and expenses of global projects and take actions as needed.

Fundraising and Donor Coordination
  Coordinate fundraising for the unit, and lead selected fundraising and donor coordination tasks as requested.
