Job description

The Vice President of Flight Operations will also serve as the 14 CFR Part 119.65 Director of Operations (DO) for Breeze Airways. The VP of Flight Operations position is located at Breeze Airways Cottonwood Heights, UT headquarters and is responsible for reporting and coordinating with the FAA's Principal Operations Inspector on regulatory requirements and Company Operations Specifications (OpsSpecs) to ensure the highest level of safety and regulatory compliance.
Here's what you'll do
  • Perform duties to meet applicable regulatory requirements and support all aspects of Breeze Operations
  • Responsible and accountable for the duties and responsibilities of the DO as required by 14 CFR Part 119
  • Be qualified through training, experience, and expertise
  • Have a full understanding of the following materials with respect to Breeze Airways operations:
    • Aviation Safety Standards and safe operating practices
    • 14 CFR Chapter I
    • Breeze Airways Operations Specifications (OpsSpecs)
    • All appropriate 14 CFR Maintenance and airworthiness requirements
    • Company Manual Systems (CMS)
  • Discharge their duties to meet applicable legal requirements and to maintain safe operations
  • Primary responsibility for the Operational Control of the Breeze Airways Air Carrier Certificate and associated OpsSpecs
  • Provide system-wide operational oversight of the airline
  • Develop and maintain Company Flight Operations policies and procedures to meet strict regulatory requirements and to ensure consistency among manuals.
  • Assist in the development of Flight Operations policies and procedures to ensure safe and efficient airline operations and ensure they are coordinated with corporate policy and procedures
  • Supervise and coordinate the integration of Flight Operations manuals and memos to comply with regulatory, safety, and operational changes.
  • Review Crew member schedules and coordinate, when necessary, with Dispatcher to ensure legal and efficient scheduling of crew members.
  • Ensure Flight Ops team members' appearance, attendance and personal conduct are in compliance with Company policy, culture and core values
  • Ensure properly qualified, trained, and certified team members are designated to fill flight operations positions
  • Oversee the training, checking and qualification of all crew members, check pilots, instructors and dispatchers, including the evaluation of and authority to use outsource training agencies and simulator and training devices approved for Breeze Airways
  • Be a member the Pilot Hiring Committee and review New Hire Pilot qualifications prior to offer and/or prior to new hire class date.
  • Coordinate with the Director, Flight Operations Training/Standards, Fleet Managers, and check pilots to ensure of standardization of aircraft procedures
  • Prepare and maintain the forms and records necessary to ensure compliance with Breeze Airways approved and accepted manuals
  • Establish and modify Breeze Airways policies for the operational control process
  • Take an active role in promoting positive attitudes toward compliance and safety
  • Ensure safe, proper, and compliant operation of all aircraft owned and/or operated by Breeze Airways
  • Develop and implement air carrier policies and procedures to ensure the compliance with all governmental laws, 14 CFRs, Foreign Regulations, and any associated documents applicable to the scope and type of operations authorized under Breeze Airways Air Carrier Certificate and OpsSpecs
  • Ensure content consistency and interfacing between and among manuals
  • Maintain RVSM and LLM authorizations for applicable aircraft
  • Assume the duties of the Chief Pilot in his/her absence
  • Member of Continuing Analysis and Surveillance System (CASS) board
  • Primarily responsible for the integrity and security of electronic record-keeping system(s) and is responsible for controlling access to the system
  • Primarily responsible for the integrity and security of Breeze Airways Flight Planning System and Business Partner management
  • Approve, sign and request amendments to the OpsSpecs
  • Submit correspondence, manual revisions, OpsSpecs revisions, notices, or any other matters involving the FAA.
  • Track and analyze operational data to develop methods and procedures for operational improvement
  • Develop budget recommendations and monitor divisional spending
  • Monitor the content, effectiveness, and regulatory compliance of all flight training and checking activities
  • Accomplish duties to meet applicable legal requirements and to maintain safe operations as well as other objectives that may be assigned by the COO
  • Establishes and modifies the use of approved areas, routes, and airport
Here's what you'll need to be successful
Minimum Qualifications
  • To serve as Director of Operations under 14 CFR Part § 119.65(a), a person must:
    • Have at least 3 years of supervisory or managerial experience within the last 6 years in a position that exercised operational control over any operations conducted under 14 CFR part 121 in a large aircraft.
    • Have at least 3 years of experience as pilot in command (PIC) under 14 CFR Part 121 or 135 in large aircraft in at least one of the categories of aircraft Breeze Airways uses, as listed in 14 CFR Part 61.5(b)(1).
    • In the case of a person becoming Director of Operations for the first time, he or she must have accumulated this experience as pilot in command within the past 6 years.
    • FAA Unrestricted Airline Transport Pilot (ATP) certificate with airplane multi-engine class rating
    • Must have or be able to obtain a valid U.S. driver's license
    • Must have or be able to obtain a valid passport
    • Must be able to travel unrestricted to and from the United States
    • Must pass a DOT pre-employment drug test
    • Must pass a TSA required fingerprint-based criminal history records check and a Breeze background check
    • Ability to read, write, speak, and understand the English language
