Coordinate, communicate, and make decisions for the District's 2024 bond program, ensuring alignment on scope, schedule, and budget.
Provide regular status reports, briefings, and presentations to District leadership, the School Board, and other stakeholders to demonstrate progress, risks, and accountability.
Serve as the primary liaison between the bond program and District stakeholders, facilitating communication, scheduling, and coordination across projects and departments.
Serves as the central point of coordination, communication, and decision-making for the District's 2024 $490M Bond. The position bridges District school sites, departments, leadership, and external partners and authorities having jurisdiction to ensure alignment on scope, schedule, and budget to protect the District's long-term operational and financial interests. Performs management, oversight and reporting of construction schedules and budgets as key elements of the role. Strong verbal, written and interpersonal skills are essential as is the ability to present to a wide range of technical and non-technical audiences. This position will be funded for approximately 2 to 3 years and reports to the Chief Operations Officer and the Chief Financial Officer.
Provide CFO, COO and District leadership with clear, consistent, decision-ready reporting on the progress and direction of the bond program. Prepare and deliver regular status reports and briefings to the Superintendent on program progress, risks, and key decisions. Present program updates, budget position, and strategic recommendations to Cabinet. Provide reporting and documentation to the MBOC (bond oversight committee) to demonstrate accountability and transparency in the use of bond funds. Support communication and formal reporting to the School Board, including presentations, approvals, and responses to Board inquiries. Translate detailed project and financial information into concise, leadership-level summaries that support informed decision‑making.
Serve as the primary liaison between the bond program and District stakeholders, ensuring each group has timely, relevant information and a clear channel for input. Maintain regular communication with principals/site leaders on project timing, site impacts, phasing, and expectations during construction. Coordinate with BASE and Facility Use Leaders to align bond work with program needs, scheduling, and space use. Partner with I.T. to ensure technology scope, infrastructure, and rollout are integrated into project planning and handoff. Work with Security to incorporate safety and security requirements into project design, execution, and occupancy. Coordinate closely with O&M on constructability, maintainability, standards, and the transition of completed work into district operations. Engage other departments (e.g., transportation, nutrition services, facilities planning, student support) as needed so their requirements are captured early, and conflicts are surfaced before they impact scope or schedule. Prepare presentations and reports to provide fiscal transparency and bond program schedule progress and updates to the Board of Education, MBOC, and stakeholders as needed. Attend school, community and civic meetings to present information, receive community input, and advocate for the District. Perform other related duties as assigned or requested.
Hold decision-making authority on the strategic direction of the bond program and the day-to-day choices that keep work moving. Make recommendations on the large-scale use of contingency and overall bond strategy, weighing program priorities, risk, and long-term District needs. Coordinate with the COO and CFO to confirm recommendations with District leadership. Hold weekly executive Bond team meetings to allow for the more operational, day-to-day decisions that arise through the ongoing execution of the school bond, escalating higher-impact items when appropriate.
Provide program-wide coordination across all projects and partners, and establish systems and standards to facilitate efficient, consistent execution of the bond program. Coordinate schedules and scope between the Owner's Representative, Construction Director, IT Director, Security Director and O&M Director across all projects being executed throughout the District. Ensure coordination between both bond-funded and other District projects to prevent conflicts and keep work sequenced appropriately. Develop and implement improved bond systems for coordination and planning, creating repeatable processes, tools, and workflows that improve visibility and reduce reliance on ad-hoc efforts. Establish and document District standards that incorporate O&M desires and priorities, while ensuring long-term financial competitiveness on District projects. Facilitate decision-making that balances operational quality with cost efficiency over the life of the assets. Coordinate with District staff to ensure all bond equipment purchases meet educational, safety, technical and facility code requirements and District standards.
Possess a complete, current understanding of the full bond budget and how funds are allocated, committed, and spent across the program. Monitor and report actual and forecasted expenditures for all bond program components. Coordinate with COO and CFO for any corrective action to remain within budget or for use of contingency funds. Coordinate with District finance staff and external partners to ensure spending stays aligned with bond authorization, program priorities, and cash-flow needs. Support financial reporting requirements tied to bond accountability and oversight.
Experience executing school bond capital projects and working with Authorities Having Jurisdiction preferred | Not Required Three to five (3-5) years of experience presenting to government/public entities | Not Required Three to five (3 - 5) years of progressive leadership experience with successful planning and execution of capital improvement projects and programs for the public sector | Not Required
