As an Information Technology Cybersecurity Specialist, you will ensure the confidentiality, integrity, and availability of IT communications systems by managing and maintaining a secure communications program implementing policies to protect data and collaborate with stakeholders to address emerging threats.Qualifications:The qualifications for this position must be met by 11:59 PM (Eastern Time) on 06/29/2026.

This announcement is issued under the Direct Hire Authority to recruit for positions for which the Department of Homeland Security, U.S. Citizenship and Immigration Services, has a critical hiring need.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government (obtained in either the public or private sectors), that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the majority of the following duties:
  • Direct experience in Communication Security (COMSEC) and/or Tactical Communication (TACCOM) procedures, tools, technologies, and policy implementation.
  • Demonstrated understanding of IT and Cybersecurity theories, principles, and concepts, with the ability to independently apply and adapt them to enhance information systems security programs, policies, procedures, and tools.
  • Experience collaborating with stakeholders to develop and implement an enterprise continuity of operations program or strategy and ensuring mission assurance.
  • Direct experience in Tier 1 and Tier 2 technical support to users of classified communications systems and develop training materials for COMSEC equipment and users.

Voluntary Separation Incentive Payment (VSIP): Per 5 CFR 576.202, An employee who receives a Voluntary Separation Incentive Payment (VSIP) and later accepts employment for compensation with the Government of the United States within 5 years of the date of the separation on which the VSIP is based, including work under a personal services contract or other direct contract, must repay the entire amount of the VSIP to the agency that paid it (proof of payment is required) before the individual's first day of reemployment.
