JUNIOR CIVIL ENGINEER, GRADE 3
DEPARTMENT OF PUBLIC WORKS
CITY OF WORCESTER
The City of Worcester is seeking qualified applicants for the position of Junior Civil Engineer, Grade 3 for the Water Operations Division within the Department of Public Works. Under the general direction of the Assistant Director of Water Operations, the Junior Civil Engineer, Grade 3 will perform a wide array of entry level technical and professional engineering work in the office and in the field. Engineering duties will include tasks associated with construction, repair, and rehabilitation of the City's water distribution system. This position will review plans and applications for construction projects and will be assigned to conduct resident engineering oversight on public and private construction projects. Assignments are received from a supervising engineer, but the Junior Civil Engineer is expected to exercise independent judgment in planning and executing work details. This role may be required to supervise small groups of sub-professional assistants when needed. Successful candidates will interact regularly with contractors, consultants, and the public.

ESSENTIAL ELEMENTS:
  • Supervise and participate in the inspection of engineering construction projects, check for conformance with plans and specifications, submit reports on progress of project and materials used
  • Prepare estimates for labor and material costs
  • Prepare plans, specifications and estimates for water supply and distribution system rehabilitation and improvement projects, including checking plans in the field
  • Prepare work programs, budget estimates and regular and special reports
  • Perform related work as required

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of the principles and practices of civil engineering, including hydraulics as applied to water distribution systems.
  • Knowledge of modern methods and techniques as applied to the construction and maintenance of public works
  • Skill in performing engineering computations
  • Skill in conducting engineering research and in writing technical reports of such studies
  • Knowledge and field experience in water distribution system construction practices and materials
  • Ability to determine adherence to engineering specifications on a wide variety of construction jobs
  • Ability to establish and maintain effective working relationships with supervisors, colleagues, contractors, vendors and the general public
  • Proficiency in computer use, including, but not limited to, word processing, database, and spreadsheets programs (Microsoft Word, Excel, and Access)
  • Candidates must have strong analytical, organizational and design skills
  • Physical ability to lift and move heavy objects weighing up to 50 pounds and handle bulky materials.
  • Regular onsite attendance is required

MINIMUM REQUIREMENTS:
  • Bachelor of Science Degree in Civil or Sanitary Engineering OR;
    • An equivalent combination of education, training and five (5) years of engineering project experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job will be considered in lieu of the above mentioned requirements
  • Experience in performing engineering computations and research
  • Excellent verbal and written communications skills
  • Excellent organizational and analytical skills
  • Proficient with Microsoft Office Suite
  • Valid Driver's License

PREFERRED QUALIFICATIONS:
  • Current E.I.T. certification
  • Two (2) years of experience working with GIS and GPS systems
  • Two (2) years of experience working with construction materials and water distribution system projects.
  • Experience inspecting water distribution system construction projects
  • Working knowledge of basic hydraulics as it applies to drinking water distribution and plumbing system

SALARY RANGE: $33.41 - $40.71 hourly, full-time, with an excellent benefits package.
