Job Summary

The Bid and Proposal Specialist creates, reviews, and submits proposals for contracts, grants, and other agreements. Produces professionally written proposals, bids, quotations, pitch content or other documents and that superbly articulates Qsource’ value proposition and win themes. The Bid and Proposal Specialist collaborates and coordinates with internal contributors and subject matter experts to ensure content is complete, accurate, and produce high-quality proposals that help an organization succeed. This role also analyzes requirements, terms and conditions, and performance metrics.


Essential Duties and Responsibilities

  • Conduct extensive research on government agencies, healthcare organizations, and competitors to identify opportunities and refine bid strategies, while working closely with sales and marketing teams to strategize and gather competitive intelligence.
  • Assist in market research and identifying new business opportunities by monitoring public and private sector procurement portals (e.g., SAM.gov) and industry networks.
  • Analyze RFPs, RFIs, RFQs, and other solicitation documents to understand client requirements, evaluation criteria, and submission guidelines.
  • Coordinate input from cross-functional teams, including subject matter experts (SMEs), technical staff, legal, and finance, to ensure cohesive proposal content.
  • Coordinate and lead proposal review meetings, including kickoffs, interim reviews, and final approvals, ensuring alignment with submission timelines.
  • Write, edit, and format proposals, ensuring clarity, compliance, and alignment with organizational goals and client expectations.
  • Develop win themes and value propositions tailored to each specific opportunity.
  • Incorporate graphics, charts, and other visuals to enhance proposal readability and impact.
  • Rewrite and edit proposal responses from a variety of stakeholders, including sales, marketing, product teams, finance, commercial, legal, and delivery teams.
  • Ensure proposal documents adhere to corporate branding guidelines, standard formatting, and quality standards.
  • Coordinate with compliance teams to ensure all bid proposals meet client requirements, government regulations, and industry standards.
  • Ensure all proposal submissions are compliant with both external and internal policies.
  • Conduct quality reviews to verify accuracy, consistency, and completeness of submissions.
  • Maintain and update proposal templates, boilerplate content,
  • Build and maintain a centralized library of templates, best practices, and reusable content and a repository of past performance information to improve efficiency and consistency.
  • Actively identify and recommend improvements to enhance the effectiveness and efficiency of the proposal development process.
  • Stay updated on healthcare consulting and government contracting industry regulations, trends, market insights, and emerging best practices in bid and proposal management.


Knowledge, Skills & Abilities

  • Expertise in healthcare regulations, including CMS (Centers for Medicare & Medicaid Services), HIPAA compliance, quality measures (e.g., HEDIS, Five-Star Ratings), and Medicaid programs.
  • Strong understanding of healthcare consulting practices, clinical workflows, payer-provider models, and government healthcare policies.
  • In-depth knowledge of FAR (Federal Acquisition Regulation), DFARS (Defense Federal Acquisition Regulation Supplement), and government RFP processes, including SAM.gov registrations, GSA schedules, and set-aside programs (e.g., 8(a), SDVOSB, HUBZone).
  • Proficiency in proposal writing methodologies (e.g., Shipley, APMP), with a deep understanding of government contracting vehicles (e.g., IDIQ, BPA, GWAC, task orders) and their strategic implications.
  • Knowledge of industry trends in healthcare consulting and government contracting to effectively position the organization for success.
  • Exceptional ability to craft clear, compelling narratives that align with RFP requirements, highlight organizational strengths, and convey key value propositions.
  • Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint), proposal management tools (e.g., RFPIO, Loopio, SharePoint), CRM platforms (e.g., Salesforce), and design tools (e.g., Adobe Acrobat, InDesign).
  • Strong skills in summarizing complex technical concepts for non-technical audiences and interpreting healthcare analytics, patient outcomes data, and government metrics into proposals.
  • Expertise in coordinating inputs from SMEs, legal teams, technical staff, and executives to deliver cohesive, high-quality submissions under tight deadlines.
  • Ability to conduct in-depth research on government agencies, contracting opportunities, healthcare policies, and related industries to inform strategy and proposal content.
  • Experience in developing solutions-focused content for proposals, demos, and presentations that embody company win themes, strategies, and key differentiators.
  • Strong verbal and written communication skills for internal collaboration and presentations.
  • Flexibility to adapt strategies based on feedback, shifting priorities, or ambiguous requirements.
  • High attention to detail to ensure strict adherence to all government and healthcare regulations, RFP requirements, and contracting terms.

Education, Experience, & Licensing Requirements

Education

  • BA or equivalent experience in Healthcare Administration, Communications, Journalism, English or a related field required. Advanced degree (MBA or equivalent) preferred.


Experience

  • Three (3) years to five (5) of experience in business or technical writing or bid and proposal development, preferably in healthcare, government or a related industry required.
  • Experience working with solution/product portfolios
  • Experience with cost accounting, pricing, and estimating concepts and principles preferred.
  • Experience within Medicaid/HHS (Health and Human Services) is a plus


Travel Requirements

  • Employee will work remotely from a home-based office. Approximately 25% travel required.
