Our work includes roadway construction, underground utilities, water and sewer infrastructure, and concrete construction projects. As an Project/Estimating Engineer, you will be responsible for supporting the bidding, planning, and management of heavy construction projects.
POSITION OVERVIEW
They are seeking an experienced Senior Project Manager / Estimator to lead both the preconstruction and execution phases of heavy civil infrastructure projects. This senior-level role is responsible for overseeing estimating efforts, managing awarded projects from contract execution through closeout, and mentoring junior estimators and project engineers.
The ideal candidate will bring a strong background in heavy civil construction, a proven ability to manage budgets and schedules, and experience developing competitive bids while ensuring safe, high-quality project delivery. This role works closely with ownership, field leadership, subcontractors, and clients to ensure successful project outcomes.
KEY RESPONSIBILITIES
Estimating & Preconstruction
* Lead detailed quantity takeoffs, cost estimating, and bid preparation for heavy civil construction projects including roadways, utilities, water/sewer, and concrete infrastructure
* Review plans, specifications, and contract documents to develop accurate and competitive bids
* Solicit, review, and evaluate subcontractor and supplier pricing
* Prepare bid proposals, scopes of work, and value engineering alternatives
* Participate in bid strategy meetings and support final bid reviews with leadership
Project Management
* Oversee projects from award through closeout, ensuring adherence to scope, schedule, budget, and quality requirements
* Develop and manage project schedules, budgets, cost forecasts, and change orders
* Coordinate subcontractors, vendors, inspectors, and internal field staff
* Monitor job costs, productivity, and cash flow; proactively identify and resolve issues
* Ensure compliance with contract documents, safety regulations, and company quality standards
* Serve as the primary point of contact for owners, engineers, and municipal agencies
Leadership & Mentorship
* Mentor and support Project Engineers, Estimating Engineers, and junior Project Managers
* Collaborate with field supervisors to promote efficient, safe, and productive job sites
* Contribute to continuous improvement of estimating and project management processes
* Support business development efforts through client relationships and repeat work
QUALIFICATIONS
* Bachelor"s degree in Civil Engineering, Construction Management, or related field (preferred)
* 10+ years of experience in heavy civil construction, with demonstrated estimating and project management responsibility
* Strong understanding of roadway, utility, and concrete construction methods
* Proven experience managing multiple projects and bid efforts simultaneously
* Proficiency with Microsoft Office Suite (Excel, Word, Outlook); experience with estimating or project management software is a plus
* Excellent leadership, communication, and negotiation skills
* Strong analytical, organizational, and problem-solving abilities
* Ability to work collaboratively with ownership, field teams, clients, and subcontractors
