Job description

Job Title: Sr. Project Manager
Job Location: Tallahassee, FL (on-site)
Job Duration: Contract through June + extension
Job Tasks and Activities:
  • As directed by the Department, provide project management for all technical projects in accordance with the procedures and policies identified by the Department.
  • As directed by the Department, create, maintain, and refine detailed project plans (including work breakdown structures). Submit a copy of each project plan to the Department Contract Manager upon request.
  • As directed by the Department, track project schedules and technical performance.
  • As directed by the Department, lead business and technical teams.
  • As directed by the Department, assist with the allocation of resources.
  • Coordinate interaction with the customers, users, and stakeholders as directed by the Department.
  • As directed by the Department, ensure the integrity and quality of project artifacts by following a standard practices of project management established by Project Management Institute.
  • Provide research and analytical services for systems as directed by the Department.
  • As directed by the Department, meet with program offices to collect user requirements for new systems or enhancements to existing systems.
  • As directed by the Department, develop screen layouts for new systems or enhancements to existing systems.
  • Develop work estimates for system enhancements or new development as directed by the Department.
  • As directed by the Department, coordinate system acceptance testing with Department program offices.
  • Develop documentation (i.e., diagrams, flowcharts, etc.) as directed by the Department. Submit a copy of all documentation developed to the Department Contract Manager upon request.
  • As directed by the Department, perform testing on system changes to meet user-defined requirements.
  • As directed by the Department, facilitate user acceptance testing (UAT) with Department business program staff.
  • As directed by the Department, provide Department management with system status updates.
  • As directed by the Department, facilitate meetings (i.e., schedule meetings, create meeting minutes, identify issues and action items, etc.) with Department technical and program staff. Submit documentation of the meeting (i.e. meeting minutes) to the Department Contract Manager upon request.
  • As directed by the Department, produce work estimates to implement user-defined requirements and system changes.
  • As directed by the Department, produce status reports on the implementation of user-defined requirements. Provide the status reports upon request to the Department Contract Manager.
  • As directed by the Department, provide analytical services on Department IT processes to identify operational efficiencies.
  • As directed by the Department, provide analytical research to satisfy queries requested by the Legislature or the Department.
  • As directed by the Department, correspond (verbally and in written formats) with Department project teams and internal stakeholders regarding project activities, deliverables, and status.
  • Coordinate efforts with the Department Contract Manager to achieve cost savings under this SOW, where feasible and practicable, as assigned by the Department. Those efforts include, but are not limited to, identifying common system errors in systems that can be resolved in a manner that achieves cost savings.

Required Experience:
  • A minimum of eight years of experience in developing and maintaining detailed project plans (including work breakdown structures).
  • A minimum of eight years of experience in meeting facilitation and documentation.
  • A minimum of eight years of experience creating and presenting internal and external status reports and detailed status reports suitable for presentation to the Legislature or Steering Committee.
  • A minimum of eight years of experience with Budget and Financial Management, including Cost Analysis/Cost Benefits.
  • Project Management Professional (PMP) Certification and eight years of experience leading and managing projects.
  • Risk Management:
    • A minimum of eight years of experience with User Acceptance Testing (UAT) methodologies and documentation.
    • A minimum of eight years of experience with risk tracking, mitigation, and issue tracking.
    • A minimum of eight years of experience using Microsoft Project or comparable project management software to track and maintain projects.
  • Project Deployment:
    • A minimum of eight years of experience in leading project teams and effectively conducting the project to meet project objectives.
    • A minimum of eight years of experience in delivering the project in the agreed schedule, to the correct technical specification (i.e., defined to meet user requirements) within the approved budget and other specified criteria.
  • A minimum of eight years of experience managing project oversight, especially Independent Verification and Validation activities.
