GENERAL RESPONSIBILITIES
Under direct supervision, the Benefits Assistant provides member services and transactional support for the benefits and wellness programs offered by Virginia Beach City Public Schools and the City of Virginia Beach. This position supports routine daily operations within the Office of Consolidated Benefits on functional teams such as compliance, customer service, financial, and wellness programs.
ESSENTIAL FUNCTIONS

  • Provide member services and transactional support within the assigned benefits functional team.
  • Utilize benefit platforms, applications and Human Capital Management systems to retrieve information, run basic reports, and assist with data updates.
  • Maintain organized records and documentation while managing multiple assigned tasks under supervision.
  • Follow established guidelines, procedures, and business processes to complete assigned work accurately and timely.
  • Perform routine work assignments independently within established procedures and collaborate with team members and supervisors on larger projects or assignments.
  • Maintain confidentiality and comply with applicable benefit plan provisions, privacy guidelines, and regulatory requirements.
  • Escalate non-routine issues, exceptions, or policy interpretation questions to supervisory or professional staff.

JOB-SPECIFIC TASKS
Compliance Team
  • Support administration of Public Health Service Act (PHSA)/COBRA continuation coverage and other regulatory compliance activities in accordance with established guidelines and deadlines.
  • Assist employees and retirees with benefits eligibility, enrollment processes, and qualifying life event changes.
  • Review, validate, and approve benefit elections within the enrollment system, including follow-up on required supporting documentation.
  • Perform manual calculations for retroactive enrollment adjustments and deduction changes as necessary.
  • Conduct quality assurance reviews of benefit transactions and employee record updates to ensure accuracy and compliance.
  • Generate and utilize recurring reports for notifications and mailings related to eligibility and compliance requirements.
  • Provide support during open enrollment periods, including benefit platform testing and preparation of enrollment materials.
KNOWLEDGE, SKILLS AND ABILITIES
Must possess basic knowledge of employee benefits, related policies, and established procedures, with the ability to follow applicable rules and guidelines. Ability to learn and follow laws and regulations, and procedures related to benefits administration, privacy, and workplace policies. Ability to gather and organize information, perform basic data review, and follow established steps to complete routine tasks. Ability to perform basic mathematical calculations with accuracy. Ability to work with others in group settings and assist with occasional presentations. Ability to handle multiple tasks with attention to detail and maintain accurate records. Ability to be patient, clear, and provide supportive customer service, including helping members understand their options or resolve straightforward issues. Demonstrate reliability, confidentiality, and accountability in all work performed. Skilled in operating computers and technical equipment. Strong interpersonal and communication skills to interact professionally with employees/retirees, team members, and external partners. Proficiency with Microsoft Office (Outlook, Word, Excel, PowerPoint), with a willingness to learn additional systems. Ability to work an alternate schedule including overtime, with supervisory approval, to meet operational needs and attend scheduled off-site events.
EDUCATION AND EXPERIENCE
Required: High School diploma or GED required, and a minimum of two years' experience in benefits administration, public health, human resources, business, or a related field.
Preferred: Experience using HR, payroll, or human capital management systems.
PHYSICAL REQUIREMENTS
Must have the use of sensory skills to effectively communicate and interact with other members and the public using the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle, or feel objects and controls. Frequent sitting, walking, bending, grasping, fingering, repetitive motion, reaching, and driving. Occasional standing, stooping, and crouching. Ability to lift twenty pounds frequently.

Salary Range: From/To
Hourly rate range: $22.13-$32.28
Compensation will be based on job-related creditable years of full-time, verified work experience. The entry-level rate will be awarded at the time of hire. Upon the return of employment verification forms from the candidate's current and previous employers, the rate will be adjusted if creditable full-time experience is confirmed.
