DESCRIPTION OF WORK
This position oversees permitting activities, staff coordination, and program implementation to help ensure consistent, timely, and accurate engineering reviews. The work supports safe construction, environmental protection, and strong collaboration across teams. As a Civil Engineer Manager (Hydraulic), you will perform the following duties:
- Workload Management: Assign and track permit applications to maintain balanced workloads and meet program requirements
- Program Oversight: Guide implementation of policies, procedures, and programs such as SPEED, PRP/PDG, and applicable SOPs
- Quality Review: Evaluate completed work and proposed actions to ensure accuracy, consistency, and compliance with laws and guidance
- Staff Leadership: Supervise, train, and support staff to promote effective work habits, clear communication, and professional growth
- Coordination and Collaboration: Work closely with regional offices, Central Office, and partner agencies to ensure consistent permitting and inspection practices
- Field and Compliance Activities: Conduct inspections, review enforcement actions, prepare reports, and represent the Department in meetings and hearings

Work Schedule and Additional Information:
- Full-time employment
- Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
- This position requires travel to other regional offices and permitted sites.
- Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.
