Torch Technologies Inc., is seeking a Senior Contractor to serve as a FMS Field Aviation Maintenance and Operations Subject Matter Expert (SME). This unique position bridges high-level program/acquisition advisory services with tactical, forward-deployed technical execution in direct support of Foreign Military Sales (FMS) aviation sustainment programs. The successful candidate will dual-hat as a program-level advisor assisting with contract formulation, OEM oversight, and Organic Industrial Base (OIB) planning, while also being capable of traveling to provide direct, hands-on technical support, troubleshooting, and logistics management for forward-deployed field office personnel and partner nations. The ideal candidate brings deep operational experience in military aviation sustainment, management, and large-scale aviation supply support activities. Interagency liaison coordination within the Army Security Assistance Enterprise to include acquisition contracting and surveillance to ensure partner nation fleet readiness and seamless contractor logistics execution.
Key Responsibilities:
The responsibilities of this hybrid role are divided into program-level acquisition/advisory support and tactical, hands-on Field Service support for the International Field Sustainment Directorate (IFSD). Application of the following responsibilities will be for FMS programs, experience within the Army Security Assistance Enterprise (ASAE) is required as the expectation is that the following skill sets be leveraged in supporting FMS Sustainment Case development and execution.
Part A: Program-Level Support (Strategic & Acquisition):
  • Contractual & Requirement Authoring: Draft, review, and refine Performance Work Statements (PWS) and Statements of Work (SOW) outlining requirements for Original Equipment Manufacturers (OEMs) and Maintenance Augmentation Teams (MAT) to provide post-production service support. Assist in development of Contract Requirement Packages and technical representative for modification and monitoring for associated Army Contracting Command actions.
  • Contract Oversight: Provide technical advice, performance evaluation, and operational monitoring of service/service support contracts to the Contracting Officers Representative to ensure alignment with USG policies, security assistance frameworks, and partner nation operational requirements.
  • Sustainment Liaison & Coordination: Serve as an aviation maintenance sustainment advisor to the AMCOM SAMD IFSD, FMS Partners, Program Managers, depot-level commands (OIB), and other military or agency organizations.
  • OIB Integration Planning: Facilitate coordination between FMS programs and OIB facilities (Depots, Arsenals, and Repair Activities) to ensure seamless Maintenance, Repair, and Overhaul (MRO) support and identify bottlenecks in FMS repair pipelines.

Part B: Technical Support (Tactical & Operational):
  • Onsite Deployed Support: Provide direct, on-the-ground technical advisory, troubleshooting, and maintenance support for deployed field office personnel and partner nations in OCONUS environments.
  • Supply & Inventory Operations: Familiarization and Advising in planning, monitoring, and optimizing support operations requirements associated with large-scale Supply Support Activities (SSA) managing Class IX (Aviation) repair parts, Bench Stock, and Prescribed Load Lists (PLL).
  • Regulatory & Safety Compliance Execution: Directly interpret and apply complex aviation regulations, technical manual procedures, and flight safety directives in daily support operations.
  • Tactical Interfacing: Interface daily with civilian contract maintenance, logistical personnel, Contractor Logistics Support (CLS), US Army Sustainment Commands, USASAC, and the Project Management Office (PMO) to drive operational synergy and superior customer service.

Experience and Qualifications:
  • US Citizenship.
  • Bachelor's Degree in Engineering, Business Administration, Economics, or equivalent.
  • 10+years of related Operations Research experience.
  • To effectively fulfill these duties, the individual must possess a highly specialized mix of military aviation, logistics, FMS case policies and technical program management experience:
  • Must have a current secret security clearance.

US Army Aviation Maintenance Management:
  • Experience of aircraft maintenance scheduling, quality control, maintenance operational management, and test-flight coordination.
  • Technical Supply operations of an Aviation Unit Maintenance Company.
  • Extensive background in overseeing tactical aircraft/fleet management and airfield-level issues.

Contractual & Requirement Authoring:
  • Experience in authoring comprehensive Performance Work Statements (PWS), Statements of Work (SOW), Quality Assurance Plans (QUASP), Contract Billing, etc detailing requirements for Original Equipment Manufacturers (OEMs) and Contract Vendors to deliver production and postproduction service support.
  • Understanding of Department of the Army regulations, technical manual procedures, and flight safety directives.

FMS & Security Assistance Knowledge:
  • Working knowledge and experience with Foreign Military Sales (FMS) lifecycle management, DSCA policies, and international defense cooperation programs.
