Job description

This role is responsible for the effective execution, governance, and continuous improvement of learning operations across the organization, with direct oversight of eLearning and eResources, Training Coordination, oversight of learning and training related to Avatar (Telecare’s EHR), and the administration of Performance Evaluations, and Succession Planning in Workday. Serving as a key operational leader within Telecare University, this role ensures learning systems, processes, and data are reliable, scalable, compliant, and aligned with organizational strategy. The Senior Manager partners closely with Enterprise Learning leaders, HR, Operations, IT, and program stakeholders to translate strategy into disciplined execution while strengthening the employee and leader experience.

QUALIFICATIONS

Required: 

• Bachelor’s degree in Human Resources, Education, Organizational Development, Business, or a related field (or equivalent experience).

• Minimum 7–10 years of experience in learning operations, HR operations, or Enterprise Systems Administration.

• Demonstrated experience leading teams and managing complex, enterprise level operations.

• Strong systems thinking, process design, and operational governance skills.

• Must be at least 18 years of age.

• Remote work environment consistent with Telecare policy.

• Occasional travel may be required to support enterprise initiatives.

• All opportunities at Telecare are contingent upon successful completion and receipt of acceptable results of the applicable post-offer physical examination, 2-step PPD test for tuberculosis, acceptable criminal background clearances, excluded party sanctions, and degree or license verification. If the position requires driving, a valid driver’s license, a motor vehicle clearance, and proof of auto insurance is required at time of employment and must be maintained throughout employment. Additional regulatory, contractual, or local requirements may apply.

Preferred:

• Experience supporting or building enterprise learning organizations or corporate universities.

• Experience with learning management systems (LMS), digital learning platforms, and learning content governance.

• Background in process improvement, automation, or operational transformation.

• Experience working in healthcare, behavioral health, or other regulated environments

ESSENTIAL FUNCTIONS

• Demonstrates the Telecare mission, purpose, values and beliefs in everyday language and contact with the internal and external stakeholders.

Enterprise Learning Operations Leadership

• Implement and lead the enterprise learning strategy and operational leadership for enterprise learning operations, ensuring systems, processes, and workflows effectively support Telecare University and organizational priorities.

• Translate Enterprise Learning strategy into scalable operational plans, standards, and governance models.

• Establish and monitor service levels, operational metrics, and performance indicators for learning operations.

• Identify risks, inefficiencies, and improvement opportunities across learning systems and administration.

eLearning & eResources Oversight Avatar (EHR) Learning Oversight

• Provide enterprise oversight for all eLearning platforms, digital learning resources, and system based learning assets, ensuring consistency, quality, accessibility, and alignment with Telecare University standards.

• Oversee the learning strategy, governance, and administration related to Avatar (Telecare’s EHR) as it pertains to training, including role appropriate and current material across the enterprise, onboarding, ongoing education, and system updates, .

• Partner closely with Clinical Learning, IT, Clinical Informatics, Compliance, and Operations to ensure Avatar training content and learning workflows align with system functionality, regulatory requirements, and clinical practice standards.

• Ensure Avatar related eLearning and training resources are current, accurate, role appropriate, and effectively deployed across the organization.

• Establish and maintain governance for Avatar learning content, including update cycles, version control, communication standards, and alignment with system changes or enhancements.[CS1.1]

• Oversee the integration of Avatar training into enterprise learning platforms and onboarding pathways, ensuring a cohesive learner experience.[CS2.1]

• Monitor utilization, completion, and effectiveness of Avatar related training and learning resources, partnering with stakeholders to identify gaps and improvement opportunities.

Training Coordination Oversight

• Provide leadership and oversight for enterprise training coordination functions, including scheduling, logistics, resource management, and communications.

• Ensure consistent, efficient execution of instructor led, virtual, and blended learning programs across regions and departments.

• Establish standardized processes, tools, and automation to improve coordination efficiency and learner experience.

• Supervise and develop leaders and staff within the training coordination function.

Performance Evaluation Administration (Workday)

• Responsible to manage and maintain enterprise administration of performance evaluations in Workday, ensuring accuracy, consistency, and adherence to organizational timelines and standards, including configuration, testing, and end to end process and reporting. 

• Partner with HR and Enterprise Learning leaders to support performance cycle design, updates, and enhancements.

• Oversee configuration, testing, launch, reporting, and issue resolution related to performance evaluations.

• Ensure data integrity, audit readiness, and clear documentation of processes and controls.

Succession Planning Administration (Workday)

• Provide enterprise administration and operational oversight of succession planning in Workday.

• Support leadership and HR partners in executing succession planning cycles, data management, reporting, and system governance.

• Ensure succession data is accurate, timely, and aligned with leadership development and talent strategies.

• Maintain clear processes, documentation, and controls to support long term scalability and enterprise use.

Telecare University Operations & Governance

• Serve as a core operational leader supporting Telecare University, ensuring day-to-day execution aligns with enterprise learning strategy.

• Support governance structures, standards, and operating rhythms for Telecare University.

• Partner with learning leaders to operationalize innovative programs, pilots, and enterprise initiatives.

• Ensure operational readiness for enterprise-wide learning launches and system changes.

People Leadership & Cross Functional Partnership

• Lead, coach, and develop direct reports and functional leaders, fostering accountability, continuous improvement, and professional growth.

• Partner with HR, Operations, IT, Compliance, and regional leaders to align learning operations with business needs.

• Function as a trusted operational advisor to Enterprise Learning leadership on system capabilities, risks, and improvement opportunities.

• Makes use of management practices that include empowerment of staff, the provision of clear and concise expectations regarding duties assigned employees, frequent feedback focusing on both positive and problematic aspects of work performance and other management practices that are consistent with Continuous Quality Improvement

• Promotes and maintains professional and effective relationships and communications within the department and with other departments.

PHYSICAL DEMANDS

The physical demands here are representative of those that must be met by an employee to successfully perform the essential functions of this job. 

The employee is occasionally required to sit, bend, squat, kneel, crawl, climb and lift and carry items weighing 50 pounds or less as well as to frequently walk, stand, twist, reach and do simple and power grasping. The position requires manual deviation, repetition, and dexterity and to occasionally drive and be exposed to uneven walking ground as well as Hazardous Exposure (Blood Borne Pathogens, Hospital Waste, Chemical & Infectious).
