Job Description:
POSITION SUMMARY
The Volunteer Services Program Coordinator will lead and support statewide coordination of secure facilities volunteer services programming, events, and initiatives. Reporting to the Director of Victim and Volunteer Services, this position drives the ongoing development of comprehensive statewide recruitment and recognition strategies, volunteer onboarding and training, policy compliance and data monitoring, and community engagement to ensure consistency, accountability, and operational alignment with departmental goals.
This role serves as a key program advisor and technical resource to field-based Volunteer Resource Coordinators and facility leadership, strengthening program infrastructure through data-driven analysis, performance monitoring, and continuous quality improvement. The Volunteer Services Program Coordinator conducts complex administrative and operational evaluations, identifies service gaps and systemic trends, and provides strategic recommendations to enhance program effectiveness, statewide alignment, and advise leadership decision making. Acting as a liaison between facility staff, agency leadership, volunteers, and community stakeholders, the Volunteer Services Program Coordinator advances a culture of service, accountability, and impact. The role requires strategic thinking, project management expertise, stakeholder engagement, strong analytical skills, sound judgment, and the ability to manage multiple initiatives and competing priorities simultaneously. May administer or provide high level support for various projects, grants, contracts, implementation of procedures, and/or any specialized functions
RESPONSIBILITIES AND DUTIES
Program Development & Strategy
- Monitors and provides technical assistance in the delivery of volunteer services in compliance with DJJ Policy Chapter 14.3 and 14.5, statewide initiatives, and department goals.
- Provide oversight and reinforcement of operational procedures, priorities, and role guidance to field-based volunteer coordinators to ensure clarity, consistency, and support programs/services expansion.
- Identify opportunities for volunteer integration across facility programs, DJJ events, and statewide initiatives.
- Evaluate program effectiveness using metrics such as volunteer retention, satisfaction, engagement, and youth impact to make data-driven recommendations for improvement.
Orientation, Learning & Development
- Provide ongoing/quarterly/annual training to field-based volunteer coordinators.
- Facilitate a 90-day orientation plan for new volunteer coordinators to support development and integration of agency mission, required policy, training, and role expectations.
- Manage the volunteer approval process, including application intake, background checks, fingerprinting, and training coordination to support timely and efficient volunteer approval.
- Oversee the volunteer onboarding process, ensuring new volunteers receive comprehensive orientation to enhance their readiness, engagement, and impact.
- Maintain standardized training materials, reference guides, and role-specific resources to support volunteer programming/services.
- Collaborate with facility leadership to align volunteer roles with youth enrichment and facility programming needs.
Recruitment Strategy & Community Outreach
- Collaborate with the Director of Victim and Volunteer Services to grow a statewide volunteer recruitment strategy, including measurable benchmarks and targeted goals for rural and under-sourced facilities.
- Support the development and execution of strategic outreach initiatives to recruit and engage volunteers from diverse community sources.
- Provide guidance to the Auxiliary Council to support efforts in community outreach and partnership building.
- Evaluate volunteer recruitment data and program trends to identify service gaps and opportunities to strengthen volunteer engagement across service areas.
Monitoring, Compliance & Data Analysis
- Ensure statewide adherence to DJJ Policy Chapter 14.3, 14.5, and other relevant procedures.
- Oversee data collection and monitor volunteer databases to ensure facility compliance.
- Monitor and collect data on performance indicators across volunteer services programs.
- Support IT improvement projects to enhance database functionality, strengthen data collection processes, improve reporting and performance measurement capabilities.
- Prepare analytical reports, presentations, and recommendations to support leadership decision-making and resource planning.
DESIRED KNOWLEDGE, SKILLS AND ABILITIES
- Technical Assistance- Ability to provide technical assistance, helping troubleshoot issues and improve related volunteer services
- Knowledge of volunteer management principles and best practices including effective strategies for recruiting, screening, onboarding, training, supervising, recognizing, and retaining volunteers.
- Monitoring and Reporting- Ability to monitor all assigned facilities monthly and provide detailed monthly reports on volunteer service delivery.
- Partnership Building- Strong networking skills to establish partnerships with community resources and assist field-based offices/facilities in leveraging these partnerships for program implementation.
- Database Management- Proficiency in monitoring the SharePoint database to ensure that staff, volunteers and interns receive proper training in accordance with DJJ policies.
- Organizational Skills- Strong organizational abilities to manage multiple tasks, projects, and partnerships simultaneously.
- Cultural Sensitivity- An understanding of and respect for cultural diversity and the ability to engage diverse backgrounds.
- Problem-Solving- Effective problem-solving skills to address challenges and obstacles in victim and volunteer services to delivery and implementation of projects.
- Communication Skills- Excellent communication skills, both written and verbal, to convey information, instructions, and updates clearly to victims, volunteers and stakeholders.
- Adaptability-Flexibility to adapt to changing circumstances and adjust strategies as needed to achieve program goals.
MINIMUM QUALIFICATIONS
- Associate degree in business or related field from an accredited college or university and three (3) years of experience related to area of assignment.
- Or one (1) year of experience required at the lower-level Busi Support Analyst 2 (GSP131).
- Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
PREFERRED QUALIFICATIONS
- Master's degree in psychology, social work, or human services from an accredited college or university
- Three or more years work experience in victim and volunteer services
- Three or more years of managerial experience in victim services, volunteer services, human services, or social service field
- Two or more years of direct experience working with victims of crime or recruiting volunteers
