Responsibilities
The Project Manager (Facility Engineer Manager) is the onsite manager responsible for the overall management of all contract responsibilities for the operations of the EPA's Research Triangle Park (RTP) campus. The PM (Facility Engineer Manager) will work with their team to ensure that all preventive and corrective maintenance is completed within the established Key Performance Indicator (KPI) timelines. The PM (Facility Engineer Manager) is responsible for ensuring that the Team is following the RTP SOW and is on call 24/7/365 to respond to site issues. The PM (Facility Engineer Manager) is responsible for developing a positive culture that people are attracted to as well as executing M.C. Dean's Operational Maturity Model to completion.
Additional elements include the preparation, review, and submission of accurate and timely reports and deliverables required under the Contract; prompt resolution of problems/issues associated with Contract performance; closeout of Task Orders at completion of requirements or at Period of Performance expiration; ensuring staff assigned to the Contract perform work in the most effective and efficient manner; monitoring of the Contract and each Task Order to ensure work performed complies with requirements, to include all permitting requirements; ensuring a competent and stable staff is utilized to perform Contract requirements; continually engaging the vendor community to provide a deep subcontractor support base; and maintaining current and accurate documentation of all expenses incurred during Contract performance.
The PM (Facility Engineer Manager) is responsible for the overall maintenance, operation, and safety of the employees and site.
  • Ensure each shift is staffed in accordance with SOW minimum staffing requirements.
  • Oversee any daily changes to staffing to meet operational requirements.
  • Manage any HR related issues of staff and union employees within their organization.
  • Manage all overtime and identify task specific overtime for submission to the client for reimbursement approval.
  • Review and approve all timecards for employees within their organization.
  • Work directly with EPA COR and their personnel to resolve daily or foreseeable issues that may impact operations. Communicate with the COR for any issues that require COR support.
  • Ensure that the RTP Team has everything needed for daily operations.
  • Resolve all issues for the RTP Team necessary to avoid delays in maintenance or repairs.
  • Ensure all processes for the RTP Team align with RTP Campus's Operational Requirements.
  • Build, implement, and enforce operational processes for the RTP Team.
  • Issue training to all employees, track progress, and provide support for qualifications to the RPT Team.
  • Track and assist with team member development and career progression.
  • Perform quarterly, semi-annual, and annual employee evaluations.
  • Provide Pay increase recommendations for employees within their organization to the regional teams.
  • Ensure all employees under their organization are issued proper PPE, to include uniforms, prior to coming on board.
  • Ensure all employees under their organization have completed the required safety training.
  • Ensure work orders do not breach and are closed out in a timely manner.
  • Work with the EPA team to forecast finances and future projects.
  • Manage and set budgets for PMs, CMs and Consumables.
  • Work with CMMS/Finance POC's to ensure all budgets are balanced and correct.
  • Manage PTO for all employees in their organization.
  • Attend all meetings that pertain to operations under their organization.
  • Responsible for all employees under their organization CMMS Utilization.
  • Manages all RCAs pertaining to their team. Ensures RCA submissions meet SOW SLA requirements.
  • Review and approve all PRs.
  • Manage the Operational Maturity Madel. Work with the Managerial Team to develop strategies and APs to develop a High Performing Organization.
  • Available 24/7/365 to respond to site issues.

Qualifications
  • Applicants selected must have a minimum of a high school diploma or GED with 12+ years of experience.
  • A minimum of ten (10) years of experience with responsible oversight of maintenance and operation of large or multiple facilities, with highly complex mechanical, electrical and structural requirements, including construction management.
  • Shall have a North Carolina General Contractor's license.
  • Preferably possesses a degree in Engineering or similar discipline, Professional Engineering (PE) license and/or Project Management Professional (certification).

Desired Qualifications:
  • Vast knowledge of site operations and equipment identification.
  • Experience in operational management.
  • Experience in people management.
  • Experience in managing budgets and providing finical forecasts.
  • Experience with vendor management and maintenance scheduling.
  • Knowledgeable in Excel, Word, MSFT Project, and MSFT Planner.
  • Able to efficiently navigate CMMS to verify and update WO status and understanding of PR/PO process.
  • Understanding of the MC Dean POL process.
  • Proficient in M.C. Dean procedure writing standards and philosophy.
  • Complete understanding of the flow of operations from FTE to Vendor.
  • Can proficiently navigate Preventative Maintenance Standards.
  • History of team building experience, as well as personnel and operations management.
  • Knowledgeable in MC Dean timesheet, intranet, and MIS multi-factor authentication tokens.
  • Preferable previous experience as operations manager or program manager within Laboratory and/or Data Center and Child Care Center Operations.
