We are hiring Atlassian Administrator- Hybrid for a Contract To Hire position in San Diego, CA
Seeking to hire a driven Atlassian Administrator to join our IT Operations / GAWorks Agile Operations team, location open for San Diego or Colorado, Huntsville or Tupelo (US). The COTS Application Admin will be responsible for working independently, and cross-team, and supporting ITS business owners with the application delivery, installation, administration, maintenance, monitoring, management, resiliency, troubleshooting, and overall app support of COTS Applications, including Windows, Linux, and Unix operating systems. Will have primary technical focus on Atlassian suite - JIRA, Confluence, Bitbucket, Bamboo, Fisheye/Crucible, JIRA Service Management, and key marketplace add-ons, with an understanding of workflow configurations (front-end) and importantly server related/IaaS administration (back-end) per Linux Server systems. Performing system administration IT tasks across Atlassian suite, and also supporting key activities across Microsoft 365 (Teams, OneDrive, Forms, Planner, and SharePoint).
Under general supervision reporting to ITS / GAWorks Agile Operations Senior Manager, this position is responsible for participating in the smooth operation of multi-user computer systems, enterprise applications, and hybrid multi-cloud environment. Ensures ITS organization policies and standards are integrated with company policies and standards. Duties include, but are not limited to; service account / user account administration, user account provisioning/access, maintaining application runbooks/documentation, system hardware and software installation, patches/upgrades, configuration, application monitoring and alerting, allocation of mass storage space, effectively securing computing resources, and backing up systems to provide data integrity. Coordinates the assigned organization's electronic office systems activities to include: personal computer/workstations; server systems/VMs, and associated applications, and standard software products. Interacts with stakeholders and business owners/users, analyzing vendor products, where needed for application rationalization. Will be providing technical recommendations, build vs. buy vs. retire, purchase of hardware and COTs software, coordinate delivery, installation, maintenance, management, monitoring, compliance, security, resiliency, and overall app administration guidance. Will be a technical support admin and partner with business and application owners to provide COTs app training support, for business users and internal user support needs with Atlassian suite / JIRA, Confluence, Bitbucket, Bamboo, Fisheye/Crucible, JIRA Service Management and also M365 / Teams, OneDrive, Forms, Planner, and SharePoint.
DUTIES AND RESPONSIBILITIES:
Plans and coordinates day-to-day functions to ensure the stable operation and maintenance of computer systems, including Windows, Linux and Unix operating systems and applications.
Determines solution(s) for moderately complex system problems. Troubleshoots and evaluates hardware and software.
Guides and develops the plan for the implementation of system changes or upgrades including coordination of fix/patch deployment, resource requirements, integration testing, documentation/runbooks, compatibility dependencies, compliance, security, safety, and app resiliency.
Monitor, update, and maintain existing legacy environment software, systems, interfaces, to ensure interfaces exchange data properly, and support current legacy environment, and coordinating cutover.
Plan and coordinate application testing, changes, upgrades, patches, and new services, ensuring systems will operate correctly in current and future environments.
Will lead and participate in efforts to implement COTS application updates to include upgrades, patches, fixes, and new releases.
Will be the primary POC per assigned COTS Applications and wearing multiple hats, coordinating across ITS stakeholders, GA business owners/program managers, suppliers, and vendors.
Will be expected to work within ITS Agile / Scrum framework; self-manage support tickets, accurate timekeeping & time-accounting, burndown, and Sprint reporting metrics.
Will be responsible for providing Application support metrics per assigned COTS Applications, per application monthly or quarterly metrics, and KPIs of assigned support tickets resolved.
May participate in planning for future COTS applications or solutions based on new technology and/or new Initiatives.
Maintains the strict confidentiality of sensitive information on assigned classified programs (will be required to obtain level of security clearance).
Expected to uphold ITS compliance and security procedures, and operational protocols.
Additional COTS / Atlassian Admin Responsibilities:
Administer and maintain Atlassian suite of products including JIRA, Confluence, Bitbucket, Bamboo, and Fisheye/Crucible (front-end and back-end).
Configuration and administration of Atlassian to meet enterprise operational governance, compliance, resiliency, management, and security requirements across GA&A.
Manage and configure JIRA workflows, schemes, screens, user permissions, roles, and access controls across all Atlassian applications, with collaboration within ITS and specific business units.
Provide technical support and troubleshooting for Atlassian products, including issue resolution and performance optimization.
Develop, maintain, and disseminate documentation, best practices, and training materials for administration of the enterprise and end-user support needs.
Stay current with Atlassian product updates, patches, and new features, and implement upgrades as necessary.
Work closely with other IT teams and business units to integrate Atlassian tools with existing systems and processes.
Implement, enforce, and uphold ITS governance policies and procedures across Atlassian enterprise suite.
Participate in the evaluation and selection of additional Atlassian plugins and tools to enhance functionality and meet business requirements.
Collaborate with stakeholders to gather requirements and implement solutions that enhance productivity, efficiency, and supports overall enterprise goals.
Partners across ITS and business units, to support continuous improvements of SLAs, enhancing workflows and operational efficiencies.
Other duties as assigned or as required by ITS GAWorks Agile Operations Supervisor per facilitating Scrum of Scrums, Agile Ceremonies, and Agile training workshops.
Responsible for observing all laws, regulations, and other applicable obligations wherever and whenever business is conducted on behalf of the Company. Expected to work in a safe manner in accordance with established operating procedures and practices.

Job Qualifications
Typically requires a bachelor's degree in information technology or a related discipline and three or more years of progressive professional systems administration experience in an information technology department primarily in systems administration. May substitute equivalent working experience in the field in lieu of education.
Minimum of 4 years of experience as an Atlassian Administrator, with expertise in JIRA, Confluence, Bitbucket, Bamboo, and Fisheye/Crucible in an enterprise environment preferred.
Must demonstrate a complete understanding of system administration concepts, practices, and standards including but not limited to system installation, configuration and management, performance tuning and measurement, back-up, recovery, TCP/IP, and related internet protocols and network concepts, security/firewalls, web servers, and load balancing.
Must have solid organizational skills including scheduling, conducting, collaborating, and coordinating cross-team, to meet project milestones or established completion dates to meet business driven priorities.
Must be able to contribute to the development of new processes and resolve a variety of complex technical problems in a creative and efficient manner for continuous improvement.
Must be customer focused and possess: (1) the ability to identify issues, analyze and interpret data and develop solutions to a variety of highly complex problems; (2) excellent analytical, verbal and written communication skills to accurately document, report, and present findings; (3) be customer driven with excellent interpersonal skills; (4) the ability to represent the company as a knowledgeable resource on external projects; and (5) excellent computer skills.
