Atlassian Administrator

Location: Columbia, SC (Hybrid - Candidate must be willing to work onsite at the SCDHHS State Office in Columbia, SC, at least two days a week; 100% on-site work is highly preferred).

Interview Process: 1 round, Virtual/Online.

Duration: 12 Months | Employment Type: Contract | Experience Required: 6+ Years.

Candidate location: Candidate MUST be a SC resident or willing to relocate to SC prior to starting the role at their own expense.

Project Scope

The agency seeks an experienced Atlassian Administrator and Development Tools Consultant to support the administration, configuration, customization, automation, integration, and ongoing operation of its Atlassian ecosystem. The consultant will serve as the primary subject matter expert for Jira, Confluence, Bitbucket, Bamboo, and related plugins, supporting software development and implementation teams across multiple enterprise projects.

This role will manage Atlassian cloud environments, design workflows and permission structures, implement automation solutions, support upgrades and migrations, maintain system performance and security, and provide technical guidance to project teams working across development, infrastructure, operations, and business stakeholders.

Key Responsibilities Atlassian Platform Administration
  • Administer and maintain Jira Cloud, Confluence, Bitbucket, Bamboo, and associated Atlassian tools.
  • Perform platform configuration, customization, user management, permission management, and system maintenance.
  • Configure projects, workflows, issue types, screens, schemes, notifications, and templates.
  • Manage licenses and monitor renewal and compliance requirements.
Workflow Design & Process Automation
  • Design and implement Jira workflows aligned with business and development processes.
  • Create and maintain automation rules using Jira Automation and ScriptRunner.
  • Develop automated processes to improve operational efficiency and reduce manual effort.
  • Support workflow optimization and standardization initiatives.
Reporting & Analytics
  • Create advanced JQL queries, filters, dashboards, and reports.
  • Develop executive and operational reporting solutions.
  • Build custom metrics and dashboards to support project management and development teams.
  • Provide reporting and analytics support to stakeholders.
Integration & Customization
  • Integrate Atlassian tools with Microsoft Teams, Outlook, Service Management platforms, and other enterprise applications.

Required Skills & Experience
  • 5+ years of Jira Administration, Configuration, Maintenance, and Support.
  • 5+ years of Confluence Administration and Configuration.
  • 5+ years of configuring Atlassian solutions based on business requirements.
  • 2+ years of automation scripting using Jira Automation and/or ScriptRunner.
  • 2+ years of advanced JQL filtering and custom dashboard development.
  • Experience leading at least one successful Atlassian migration or instance consolidation.
  • Experience implementing Jira and Confluence upgrades.
  • Experience with Bitbucket, Bamboo, FishEye, Git Integration for Jira, Xray Test Management, Requirements Traceability tools.
Preferred Skills
  • Application monitoring and alerting experience.
  • Process documentation and runbook creation.
  • User access review and governance experience.
  • Experience presenting changes to Change Approval Boards (CAB).
Education

Bachelorโ€™s Degree in Information Technology, Computer Science, Healthcare IT, or a related field. Four years of related experience may substitute for degree requirements.
