Join us in leading critical program analysis and evaluation activities that enhance how the Department of Veterans Affairs delivers mission-critical healthcare solutions to those who served our nation.
CVP is seeking a Program Analyst with experience in healthcare program evaluation and VA program implementation to join our growing team. As a Program Analyst, you will analyze and evaluate complex healthcare transformation programs while ensuring strategic alignment with VA objectives and Veteran-centered outcomes. The ideal candidate will combine proven analytical expertise with strong business acumen and evaluation skills to deliver systematic assessments that address complex organizational challenges within federal healthcare environments. This role is central to advancing key initiatives including digital transformation, clinical workflow optimization, and enabling efficient program delivery across VA medical centers and regional networks.
The Program Analyst designs and implements comprehensive program evaluation strategies that align with VA strategic objectives and Veteran care priorities. You will collaborate with stakeholders across clinical, administrative, and technical teams to establish evaluation frameworks, develop assessment methodologies, and ensure effective program analysis and improvement recommendations. You will provide analytical leadership in developing business cases, managing evaluation processes, and establishing measurement protocols that enable successful program optimization and measurable outcomes across diverse VA organizational units.
The ideal candidate will demonstrate enthusiasm for supporting Veteran healthcare missions through innovative program analysis solutions, coupled with strong analytical thinking and stakeholder engagement capabilities.

Responsibilities

  • Participate in systematic analysis and evaluation of healthcare program effectiveness for VA initiatives including program reviews, quality assessments, and improvement recommendations
  • Develop and maintain comprehensive evaluation frameworks using systematic assessment methodologies to determine program improvement opportunities
  • Perform program analysis activities including requirements gathering, performance measurement, stakeholder analysis, and outcome evaluation
  • Measure program success, outcomes, and improvement initiatives including developing metrics, conducting assessments, and providing recommendations for optimization
  • Assist VHA in executing program operations to meet established goals and objectives through analytical support and performance monitoring
  • Provide input on program evaluation and improvement of organizational and project management processes to increase productivity and program performance
  • Identify program resources and assist in the development of comprehensive program reports and evaluation documentation
  • Deliver exceptional stakeholder management by engaging with VA leadership, clinical staff, and technical teams to gather requirements and ensure effective program evaluation
  • Plan and execute program assessment activities, including evaluation strategies, data collection, and analysis reporting
  • Collaborate with cross-functional teams to understand VA operational requirements and develop analytical solutions to meet organizational objectives
  • Assess program feasibility and emerging healthcare technologies to enhance program effectiveness and veteran outcomes

Qualifications

  • Bachelor's degree in business administration, Healthcare Administration, Public Administration, or related discipline
  • Ability to obtain a Public Trust Clearance. U.S. Citizenship required
  • 4+ years of experience that may include program analysis and evaluation for complex organizational initiatives
  • Proven expertise in systematic program assessment methodologies and performance measurement
  • Strong analytical and evaluation skills with ability to measure program success and identify improvement opportunities
  • Excellent stakeholder management skills with ability to engage leadership, gather requirements, and communicate findings
Desired Skills
  • Experience in large-scale integrated Health Care Systems with substantive programs focused on Veterans health care and outreach (preferred)

Salary Band: 95-130k (Depending on experience)
