The Data Analyst V (DA V) provides highly complex (senior-level) data analytics work and leads and oversees advanced analytic projects in support of HHSC programs, executive management, and legislative entities. The DA V designs, develops, and conducts data validation for newly acquired data marts; applies advanced research designs and statistical methods to health and human services (HHS) data, including statistical modeling and trend analysis; develops and maintains advanced scripts and code using computer-based query language software; and prepares and delivers reports, presentations, and other analytic work products for HHSC departments.
The DA V evaluates and assesses data analytics and machine learning tools and provides technical and analytic recommendations to inform leadership decision-making. The position translates complex analytic and programming concepts into clear, actionable guidance for leadership and program stakeholders and leads special projects and high-priority analytic initiatives.
The DA V serves as a subject-matter expert and provides consultative and technical assistance on best practices in data analysis, data management, statistical analysis, data modeling, and reporting standards. The DA V works under limited supervision, with moderate latitude for the use of initiative and independent judgment, providing technical leadership, mentoring staff, and reviewing the work products of other analysts.
Essential Job Functions (EJFs):
EJF 1. Writes, reviews, and optimizes advanced scripts and code using computer-based query language software (e.g., SQL, R, Python) to extract, manipulate, and analyze large datasets. Designs and conducts validation activities for newly acquired data marts to ensure data accuracy, completeness, and reliability. Applies advanced research designs and statistical methods to health and human services data, including statistical modeling, forecasting, and trend analysis. Evaluates, compares, and recommends data analytics and machine learning tools for agency use, considering scalability, governance, and business needs.
EJF 2. Prepares and delivers a variety of technical reports, dashboards, presentations, and data visualizations tailored for different audiences, including HHSC department leadership and legislative entities. Provides expert-level consultation on data analysis methodologies, data management best practices, statistical modeling techniques, and reporting standards.
EJF 3. Identifies use cases and develops database prototypes for data connectivity across HHS programs; anticipates analytic limitations in agency data and identifies potential solutions to support data quality improvement; advances understanding of agency programs through novel research and technological ideas and methods.
EJF 4. Supports management in monitoring project timelines, decision points, and key deliverables; demonstrates organizational skills, professional judgment, and the ability to anticipate project barriers; provides guidance related to the selection and use of preferred data management and analytic tools; defines, develops, and implements data and reporting standards.
EJF 5. Helps oversee the work of others; provides training, guidance, and feedback to team members.
Knowledge, Skills and Abilities (KSAs):
Knowledge of HHS programs and data systems.
Knowledge, experience, and advanced ability in using SQL, SQL*Plus, PL/SQL, Tableau, Power BI, Excel, Oracle, SQL Developer, Snowflake, Business Intelligence tools, Python, R, and/or SAS.
Knowledge and understanding of relational databases, data processing practices, and theory.
Knowledge of data governance, data quality, and analytic best practices.
Knowledge in researching and troubleshooting data issues and solving complex problems.
Knowledge in report development and automation.
Knowledge and comprehension of data solutions, reporting methodologies, math, and statistical report design.
Working knowledge of machine learning concepts, models, and common analytic use cases.
Ability to creatively solve complex data problems, apply new technology, and perform detailed work accurately under stressful conditions while managing multiple projects and tight deadlines.
Ability to present information to a variety of audiences verbally and in writing and to communicate clearly, concisely, and effectively.
Ability to exercise independent judgment, show initiative, and manage complex analytic work.
Must be skilled in working in a collaborative environment that may cross departments and/or agencies, and must communicate effectively with team members.

Initial Screening Criteria:
Bachelor's degree or equivalent in Computer Information Systems, Computer Science, Social Science, or related degrees Required. Master's degree or higher preferred. Three years or more work and experience with acquisition, collection, management, analyses, and visualization of health and human services related data and/or large datasets preferred.
Additional Information:
Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of the HHSC Human Resources Manual. Selected candidates must be legally authorized to work in the U.S. without sponsorship. Selected candidates must be willing to work from an HHS office located in Austin, designated by the hiring manager.
