Raytheon is seeking to hire a Director, Program Management – CGO Internal Capacity in support of the Internal Capacity Program Portfolio.

The Director of Program Management – Internal Capacity will lead strategic program execution for critical programs within the CGO - Internal Capacity organization, with full accountability for program performance, compliance, and customer satisfaction. This role is responsible for managing all aspects of a program’s life cycle, from start-up through delivery, ensuring alignment with company objectives, contractual and financial requirements, and defense accounting standards.

This position will report on an interim basis to the VP, CGO Internal Capacity and in the future, report directly to the Senior Director Program Management - Internal Capacity.  This position is a full-time, on-site position based out of Tucson, AZ. Relocation is not available.

What You Will Do:

  • Serve as the accountable and responsible leader for program cost, schedule, and technical performance.

  • Direct internal and cross-functional teams to meet contractual milestones and quality objectives.

  • Establish and maintain financial integrity through compliance with all defense cost accounting standards (CAS), EVMS, and FAR/DFARS provisions.

  • Drive disciplined program execution through risk management, schedule analysis, and continuous improvement initiatives.

  • Ensure resource planning and internal capacity allocation align with strategic business priorities.

  • Interface directly with customers, subcontractors, and internal executives to communicate program status, risks, and opportunities.

  • Prepare and present regular financial and performance reviews to senior leadership.

  • Lead program start-up and close-out processes in accordance with internal governance requirements.

  • Establish and maintain program governance structures following CORE and RLPM, including consolidated metric dashboards, integrated master schedules, and enterprise-level progress reporting. Identify and implement key program metrics and actions by working collaboratively with the program offices within the Internal Capacity portfolio.

  • Partner with all Functions to support portfolio, contracts, resource planning, and strategic decision-making. Develop program-enhancing partnerships with internal functional organizations (typically organized into integrated product teams (IPTs) and/or cross product teams (CPTs)) including but not limited to Engineering, Contracts, Finance, Procurement/Supply Chain, Manufacturing/Operations, Quality Management, Logistics, Data Management (CDRL support), and administrative functions.

  • Display strong communication, influence management, and presentation skills, and comfortably interact with both internal and external stakeholders at all levels of leadership.

Qualifications We Require:

  • A University Degree or equivalent experience and minimum 14 years prior relevant experience, or an Advanced Degree in a related field and minimum 12 years experience.

  • Experience managing high-value contract portfolio P&L.

  • CORE Champion or higher certification.

  • Experience with RLPM.

  • Ability to obtain and maintain a U.S. government issued security clearance.

Qualifications We Prefer:

  • MBA or advanced degree.

  • DoD Top Secret Clearance.

  • CORE Professional or higher certification.

  • 5+ years in senior leadership managing programs or teams of senior program managers.

  • Exceptional communication, negotiation, and change-management abilities.

  • Proven success leading large-scale, technically complex programs and high-performing teams.

  • Raytheon Program Management certification at level 4.

  • Experience conducting international business and managing cross-cultural communication.

  • Product lifecycle management experience.

  • Proficiency with PMX tool suite or similar program management systems.

The salary range for this role is 186,200 USD - 353,800 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills. Hired applicants may be eligible for benefits, including but not limited to, medical, dental, vision, life insurance, short-term disability, long-term disability, 401(k) match, flexible spending accounts, flexible work schedules, employee assistance program, Employee Scholar Program, parental leave, paid time off, and holidays. Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
