Governance Global Department

The Governance Global Department at the World Bank Group aims to help countries build capable, effective, accountable, transparent, and inclusive institutions that provide citizen-focused services, promote private-sector growth, and foster trust in government. Public Administration and Services, Solutions & Impact Global Unit - WKPGP
The Public Administration and Services, Solutions & Impact Global Unit within the Governance Global Department is dedicated to helping countries develop capable, effective, accountable, transparent, and inclusive institutions that provide citizen-centric services, promote private-sector growth, and foster trust in government.
The Global Unit concentrates on five key thematic areas and manages related global programs:ย Public Administration Performance; Anticorruption for Development; Public Sector Innovation and GovTech; Justice and Rule of Law; and Coalitions for Reforms. Each program is organized around four main functions that support countries and World Bank teams through various activities:

ย Knowledge and Innovation:ย Supports in-depth research and case studies on public sector innovation across regions and countries. The activities aim to contribute to the global debate. On innovation, as well as to provide good practices and guidance to client countries and World Bank teams. It also supports the development of innovative public sector interventions as prototypes and proof of concepts to support client countries.
ย Data and Analytics:ย Supports the development of cross-national datasets and sophisticated data analytics that can assist World Bank task teams, development partners, academia, civil society, the private sector, policymakers, and client governments.
ย Operational Work:ย Provides direct technical support on innovative methods, tools, prototyping to World Bank country and regional teams.
ย Convening and Partnerships:ย Supports the development of partnerships and convening activities by mobilizing external and internal partners through peer-to-peer learning, global/regional events on Public Sector innovation, as well as thematic working groups with global representation that explore frontier work.
As part of its partnership work, the unit manages the Governance and Institutions Umbrella Program (G&I), a multi-donor trust fund that covers thematic areas mentioned above and serves both the global unit as well as regions and countries. The G&I, established in 2022 and currently in its fourth year actively operating with a portfolio of over 25 grants and USD 33 million in donor contributions, is growing with additional donor resources currently being under negotiation and allowing the program to expand its portfolio.

Key Duties and Responsibilities

WKPGP is seeking to recruit an Extended-Term Consultant (ETC) to support the unit's outreach and partnerships work. The ETC will take a lead role in translating the unit's overarching narrative -as well as the narratives of its individual programs = into outreach and visibility actions that help effectively communicate the unit's work to donor partners, key technical partners, World Bank's operational counterparts, and other key stakeholders.
The scope of work, duties and deliverables include:
Leveraging the knowledge and outputs produced by the Unit (including reports, briefs, forums, events etc.), conceptualize, prepare, disseminate and track the effectiveness of outreach activities vis-a-vis target audiences. Coordinate unit wide efforts across programs and trust fund.
Implement standalone or series of outputs using formats such as presentations, branded materials, newsletters, briefs, social media posts, website updates, blogs, results or feature stories, videos, podcasts, audiovisuals, and through other formats.
Operational ownership of global working groups, communities of practice, learning activities, and knowledge products, in collaboration with communications and KNL teams. Plan and coordinate virtual, hybrid, and in-person technical sessions, in collaboration with communications and KNL teams.
Support partner or client engagement activities and forum organization, including coordination with government counterparts, donors, and other stakeholders. Coordinate external vendors when needed, including graphic design and related services.
Support results monitoring and reporting by tracking program metrics, outputs, and delivery milestones, and by using data and visualization tools to inform internal decision-making, donor reporting, and external knowledge products.
Support other related tasks.
