Responsibilities

The Executive Enterprise Program Manager will provide senior-level leadership, strategic recommendations, and cross-functional coordination across enterprise modernization initiatives.

Serving as an executive advisor, this position delivers analysis, evaluations, and recommendations to IT Leadership while ensuring that all final decisions remain with the appropriate departmental authority.

Emphasis for the Executive Enterprise Program Manager will include managing the daily activities of the team responsible for modernizing existing Financial and Administrative systems and developing new systems to replace manual processes. This includes oversight of modernization efforts, new system development, enhancements, defects, and bug fixes. The role also assists in aligning business needs, modernization priorities, and IT strategic direction while maintaining strong coordination with Business Analysts, technical teams, business owners, and IT leadership.

Specific duties and responsibilities will include but are not limited to the following:

  • Work with IT Leadership, Finance and Operations (FAO), and Human Resources (HR) to confirm priorities, make adjustments as needed, identify gaps, assist with developing and
  • maintaining roadmap
  • Provide executive leadership in planning, prioritizing, and coordinating modernization initiatives across Finance, Operations, and enterprise applications.
  • Work closely with IT Leadership to evaluate modernization options and provide recommendations related to technology adoption, application governance, enterprise architecture, and coding frameworks, ensuring final decisions remain with departmental leadership.
  • Lead executive-level program management activities including milestone planning, risk mitigation, resource alignment, and cross-team coordination
  • Guide Business Analysts in gathering, refining, prioritizing, and documenting business requirements; ensure requirements flow effectively into the DevOps lifecycle.
  • Oversee technical requirement development and ensure architectural decisions, work breakdown structures, and solution designs align with business objectives and modernization goals.
  • Govern the integration of business and technical requirements into Microsoft DevOps, ensuring traceability, consistency, and alignment with enterprise standards.
  • Provide senior-level advisory support for adoption and implementation of modern frameworks, including Angular and Power Platform, ensuring recommendations align with business strategy, security standards, and long-term sustainability.
  • Lead assessments to identify system gaps, modernization needs, interdependencies, and opportunities for architectural improvement across multiple platforms.
  • Ensure compliance with State Security policies, industry best practices, and IT standards, including NIST 800-53, FISMA, and SC InfoSec requirements.
  • Conduct structured leadership check-ins, team performance oversight, and coaching for PM, BA, and technical leads.
  • Facilitate weekly operational or modernization review meetings with project leadership and support teams.
  • Represent the program in cross-agency working groups, vendor engagements, architecture reviews, and strategic planning sessions
  • Provide executive dashboards, performance metrics, risk summaries, and program health updates to agency senior leadership.
  • Ensure documentation (system documentation, architectural models, training materials) is created, updated, and maintained to enterprise standards.
  • Support the conceptualization and evaluation of enterprise solutions, ensuring alignment with future-state architecture and agency business strategy.
  • Oversee Change Management compliance and ensure all modernization efforts follow established policies for system production changes.
  • Maintain a collaborative, governance-focused approach to all modernization tasks, ensuring transparency, accountability, and clear communication with IT Leadership.
  • Assist with development of policies and procedures to conform and comply with agency standard cyber security policy design related to information risk management, designation of
  • data as to criticality, confidentiality, and protection.

Skills Needed

  • 5+ years of experience leading large-scale IT modernization or upgrade initiatives, including multi-system integrations, application migrations, and enterprise platform transitions.
  • 5+ years of experience directing cross-functional technical teams through complex project lifecycles involving BA, development, architecture, and operations groups.
  • 5+ years of experience working in DevOps environments, including user story management, backlog refinement, CI/CD processes, and enterprise delivery pipeline support.
  • 5+ years of experience using modern development frameworks such as Angular or similar front-end technologies for enterprise application modernization.
  • 2+ years of experience with Microsoft 365 Power Platform solutions, including workflow automation, data integration, and low-code/no-code components.
  • 5+ years of experience performing current-state and future-state assessments, leading fit-gap analysis, and translating business needs into technical direction.
  • 5+ years of experience supporting or leading Financial and Administrative application modernization, including enhancements, defect remediation, and stabilization.
  • 5+ years of experience developing strategic recommendations for technology adoption, architecture alignment, and application governance to support leadership decisions.
  • 5+ years of experience ensuring compliance with cybersecurity, data governance, and change management standards in enterprise or government environments
  • Experience with MS Office 365, SharePoint, Teams
  • Experience with security and data classification related to CDC, HIPAA, and CJIS
  • PMP certification
