Overview: Nomad Global Communications Solutions is a leading provider of communication and response products serving a wide variety of customers. This manager will support DoW including subcontractors. The candidate will communicate on a regular basis and manage all contracts and subcontracts that are awarded.
The Contracts Manager has a strategic role with the primary responsibility of reviewing, analyzing, and responding to contract requests with critical thought and eloquence, while maintaining continuity with the objectives of the contracts department. This includes responding to RFP and other solicitations, managing contract compliance for Department of War (DoW) programs, , and performing external engagements with clients as directed by the Director of Contracts
This role requires strong communication in both written and verbal skills, to coordinate and collaborate with both external clients and internal stakeholders. The Contracts Manager will work closely with clients to define RFP and contractual objectives, creating, and executing contract development objectives. Additionally, the Contracts Manager will assist in managing business development objectives with respect to contract language and written products.
Essential Functions / Responsibility:
  • Provide business and technical leadership necessary to ensure that both contract and legal products meet/exceed goals in delivering quality responses.
  • Draft, review, and negotiate contracts/subcontracts with clients, suppliers, and other stakeholders.
  • Ensure that contracts comply with legal and regulatory requirements.
  • Maintain a contract repository and manage contract lifecycles, including renewals and amendments. Pursue and manage new purchasing contracts.
  • Monitor and enforce contract compliance, including deliverables, milestones, and payment terms.
  • Effectively communicate expectations to stakeholders in a timely and clear fashion. Define success criteria and disseminate to the stakeholders throughout the product life cycle.
  • Continually collaborate and communicate with clients on contract scope and progress. Develop and deliver progress reports, proposals, requirements documentation, and presentations. Plan and prepare for client engagements.
  • Periodically work off company premises for client visits and other business needs.
  • Negotiate payment terms and conditions
  • Support the Sales team in proposal efforts
  • Administer subcontracts from solicitation through closeout
  • Negotiate subcontract terms, pricing, and conditions
  • Issue RFPs/RFQs and evaluate supplier proposals
  • Monitor subcontractor performance and compliance
  • Manage subcontract modifications, funding, and invoicing
  • Resolve disputes and support audits

Basic Knowledge Desired:
  • Understand the significance of the Nomad Core Values and display a demonstrated willingness to apply them.
  • Be knowledgeable of and understand contract management activities, such as FAR, RFP, Commercial contracts, and subcontracts.
  • Understand different contract mechanisms/types

Physical Demands:
  • While performing the duties of this job, the employee is regularly required to use hands and arms to finger, handle, feel, reach, or operate objects, tools, or controls.
  • The employee is frequently required to stand, walk, climb, balance, stoop, kneel, crouch, crawl, talk, hear, and is occasionally required to sit.
  • The employee must frequently lift and/or carry up to 25 pounds and occasionally lift and/or move up to 50 pounds. Anything heavier than 50 pounds will require two people to lift / carry.
  • Specific vision abilities required by this job including close vision, distance vision, peripheral vision, depth perception, and the ability to distinguish individual colors.

Working Environment:
  • The work environment is a partially environmentally controlled indoor environment. Depending upon the time of year, temperatures can fluctuate between 60F and 100F but is typically around 70F.
  • The employee may be subjected to noise levels, ranging from low volume to loud and will be required to wear provided safety hearing devices from time to time, which will be provided.
  • The employee will be exposed to a variety of household/commercial chemicals that will require the employee to follow company rules/regulations outlined by that SDS.
  • All Team Members must wear provided OSHA approved eye protection at all times in manufacturing areas. The employee will be required to wear provided safety eyewear throughout the performance of their duties.

Qualifications & Experience:
  • BA / BS degree in Business or Contract Management, strongly desired.
  • 5-7 years of direct work in contract management or an equivalent combination of education and experience.
  • Have a client centric perspective.
  • Must present excellent organizational, communication (verbal and written), interpersonal skills.
  • Must be proficient in Microsoft Office Suite.
  • Valid driver's license in good standing.
  • Active Security Clearance is highly desired
