Job Description
The Policy and Procedures Manager will serve as the subject matter expert on Wings' authoritative document program and oversee effective enterprise-wide documentation and management. The Manager will work with Wings' business, legal, compliance, and risk teams to understand current practices, identify authoritative document needs, ensure Wings' authoritative documents comply with applicable legal and regulatory requirements and meet the controls needs of Wings' Enterprise Risk Management framework, as well as draft, update, and revise authoritative documents, as needed.
Essential Functions
  • Collaborate with Business Units to Ensure Proper Documentation of Policies and Procedures:
    • Assist in layout work by gathering and researching information for use in documentation.
    • Meet with legal and compliance personnel to understand legal and regulatory requirements and needed enterprise-wide compliance policies.
    • Meet with business managers to understand strategic initiatives and day-to-day operations of various business units.
    • Collaborate with business leaders to identify gaps in documentation and risks.
    • Facilitate communication across business units to ensure enterprise-wide uniformity in both content and formatting of authoritative documents.
  • Oversee Drafting and Revision of Authoritative Documents:
    • Work with technical writers and department-specific compliance staff or business leaders to ensure all authoritative documents are drafted using concise, understandable language.
    • Work with technical writers and compliance staff or business leaders to update policies and procedures to reflect current regulatory requirements and business operations.
    • Oversee the drafting of new policies and procedures as needed.
  • Oversee Electronic Authoritative Document Repository:
    • Oversee document management system in partnership with third-party vendors.
    • Manage vendor relationships and implement upgrades to document management system as needed.
    • Collaborate with business leaders to ensure all authoritative documents are stored in the document management system with appropriate access limitations.
    • Utilize technological tools included in management system to provide timely notifications to document writers and owners.
    • Responsible for accurate content in, and appropriate usage of, the document management system, including maintaining archived historical versions of draft and published documents in compliance with Wings' record retention requirements.
  • Subject Matter Expertise and Training:
    • Act as subject matter expert on Wings' policy and procedure program.
    • Advise leaders on questions and issues that arise with regard to such program.
    • Develop and carry out periodic training on the policy and procedure program, as well as use of the document repository.
    • Research and remain up-to-date on developments in policy and procedure program management best practices.
    • Educate senior leaders on developments and propose improvements to Wings' program.
  • Staff Development:
    • Skills augmentation as appropriate to support Wings' initiatives.
    • Mentoring/coaching, goal setting, staff development.
    • Performance reviews.
  • Bank Secrecy Act: Remains cognizant of and adheres to Wings policies and procedures, and regulations pertaining to the Bank Secrecy Act.

Qualifications
Minimum Formal Qualifications for this Position:
  • Bachelor's Degree in Business, English, Law, or other related discipline, required
  • 7+ years' project or program management experience, preferably in the area of policies and procedures or related organizational governance programs, preferred
  • 2+ years' experience with drafting policy, procedure, and/or technical writing, required
  • 1+ years' Team leadership or Supervisory experience, required

Technical or Specialized Knowledge/Skills:
  • Knowledge of business English, spelling, punctuation, grammar, and basic technical writing skills.
  • Ability to organize and prioritize tasks, while working effectively under pressure to meet deadlines.
  • Ability to collaborate across business units and organize projects and programs involving multiple departments.
  • Problem solving and analytical skills.
  • Written and oral communication skills.
  • Ability to establish good rapport with various areas of the organization and regulators or regulating agencies.
  • Understanding of the credit union or financial services industry and the products and services of the company.
  • Ability to operate well with all levels of corporate professionals.
  • Able to adjust communication style to match the audience being addressed.
  • Able to quickly obtain a working understanding of business unit procedures, and communicate those procedures in writing in a concise, easily understandable way.
  • Demonstrates a strong orientation towards customer service.
  • Ability to use software systems such as Word, Excel, Power Point and Outlook.

Certifications Required:
  • Technical writing certificate from an accredited or industry-recognized program within 1 Year, preferred

Additional Information
PAY RANGE: $111,600 to $130,000 Annually (S17), plus 15% annual target bonus.
Final compensation for this position will be determined by various factors such as relevant work experience, specific skills and competencies, education, certifications, location and internal pay equity.
