Job description

The New York City Department of Education (NYC DOE) seeks a qualified contractor to provide comprehensive project management, business analysis, application support, testing, training, data management, business intelligence, and reporting services for its Special Education systems. The project supports the implementation and ongoing enhancement of the ATLAS platform, modernization of Special Education applications, development of regulatory and operational reports, maintenance of enterprise data repositories, user training, and continuous operational support. The Contractor will provide a multidisciplinary team of technical and functional experts to ensure the successful delivery of system enhancements, data integration, reporting solutions, quality assurance, and end-user support while maintaining compliance with federal, state, and NYC DOE Special Education requirements.
The Business Analyst supports the planning, analysis, design, and implementation of business solutions for the NYC Department of Education's Special Education Systems. Working closely with DOE stakeholders and technical teams, the Business Analyst elicits and documents business requirements, analyzes existing business processes, recommends process improvements, and ensures business needs are accurately translated into functional solutions that support system enhancements, reporting, training, and regulatory compliance.
RESPONSIBILITIES
  • Analyze business operations, workflows, and internal processes to identify opportunities for improvement.
  • Document and develop "as-is" and "to-be" business process models.
  • Gather, analyze, validate, and document business and functional requirements.
  • Refine business cases and evaluate proposed solutions.
  • Prepare project documentation including Business Requirements Documents (BRDs), Functional Requirements Documents (FRDs), use cases, workflow diagrams, process maps, and requirements traceability matrices.
  • Collaborate with project managers, developers, testers, and business stakeholders throughout the System Development Life Cycle (SDLC).
  • Support solution design, testing, user acceptance testing (UAT), and implementation activities.
  • Assist with change management, stakeholder communications, and end-user training activities.
  • Ensure all project documentation complies with DOE standards and project governance requirements.

REQUIRED SKILLS & QUALIFICATIONS
  • Bachelor's degree in Business Administration, Information Systems, Computer Science, or a related field.
  • Minimum of 5 years of experience as a Business Analyst supporting enterprise IT projects.
  • Demonstrated experience gathering, analyzing, and documenting business and functional requirements.
  • Experience creating business process models, workflow diagrams, use cases, and requirements traceability matrices.
  • Knowledge of System Development Life Cycle (SDLC) methodologies, including Agile and Waterfall.
  • Proficiency with Microsoft Visio, Microsoft Project, HP ALM/Quality Center, Atlassian JIRA, and Microsoft Office Suite.
  • Experience facilitating stakeholder interviews, workshops, and requirements review sessions.
  • Strong analytical, problem-solving, organizational, and critical thinking skills.
  • Excellent written and verbal communication skills with the ability to prepare clear technical and business documentation.
  • Experience supporting system testing, User Acceptance Testing (UAT), and implementation activities.
  • Ability to manage multiple priorities and work collaboratively with cross-functional business and technical teams.
  • Experience supporting government, public sector, education, or large enterprise organizations is preferred.
