The Compliance Manager will operate under general supervision to maintain corporate environmental programs, ensuring they align with company policies and adhere to all relevant laws, rules, and regulations. This individual will be tasked with a range of responsibilities, including conducting routine and complex research on environmental and regulatory compliance issues. The Compliance Manager will perform tests and audits, provide comprehensive analysis, and compile reports, focusing on compliance areas such as air and water resources, stormwater management, utilities monitoring, pesticide storage and application, and the safe handling of hazardous materials. Beyond these specialized duties, the role also entails a variety of general office, administrative, and technical support tasks, all of which contribute to the organization's overarching environmental compliance and sustainability initiatives.

Essential Duties & Responsibilities:

  • Perform routine, difficult, complex research, testing, auditing, analysis, and reporting on environmental and regulatory compliance issues.
  • Manage testing and audits, ensuring all necessary procedures are performed.
  • Prepare, submit, and maintain accurate records of all permits and reports related to environmental compliance.
  • Develop and maintain systems with metrics to measure and monitor environmental management and sustainable initiatives, including cost-benefit analysis and reductions in energy consumption, pollutants, and waste.
  • Oversee the implementation of environmental policies and practices, ensuring they align with organizational goals and industry standards.
  • Coordinate with various departments to facilitate the integration of environmental compliance measures into their operational processes.
  • Implement, track, and manage mitigation measures from past and future developments, such as restoration and revegetation projects.
  • Assist the Development Department and Planning Department with research and compliance with environmental permit conditions and construction Best Management Practices (BMPs).
  • Act as a liaison between the Resource Management Department, the Legal Department, and the residents concerning environmental efforts and compliance issues. Coordinate and track certifications, such as the Audubon International Cooperative Sanctuary certification for all company courses.
  • Field and respond to phone calls, emails, and physical mail inquiries regarding environmental compliance.
  • Manage and track environmental research conducted by outside groups on company land or coastline.
  • Monitor utilities to ensure there is no disruption to the resort. Utilities to monitor include badger meters, water, natural gas, solar, toilet leaks and electricity.
  • Work with Accounting Department to track and budget utility usage.
  • Oversee the management and regulatory compliance of all underground storage tanks (USTs) in accordance with federal, state, and local regulations.
  • Coordinate with environmental consultants and contractors for the regular inspection, maintenance, and testing of USTs.
  • Ensure accurate and timely reporting to relevant environmental agencies and address any corrective actions stemming from inspections or incidents.
  • Collaborate with the Planning and Legal Departments to interpret and implement conditions imposed by the County on the company's capital projects.
  • Develop and manage a tracking system for all county conditions to ensure compliance throughout the lifecycle of capital projects.
  • Act as the primary contact for county officials regarding compliance matters and provide regular reports on the status of capital projects with respect to imposed conditions.
  • Provide knowledgeable advice and counsel on environmental and regulatory compliance, considering political and community impacts.
  • Remain up to date with professional knowledge through self-directed reading, networking, professional development courses, and training as directed.
  • Educate company employees on compliance matters such as stormwater management and pesticide storage/application.
  • Promote, implement, and support initiatives for sustainability and resource conservation.

Required Skills:

  • Minimum of 5 years' experience in regulatory compliance, including experience with water quality, air quality, and hazardous waste management and reporting.
  • Valid California driver's license.
  • Detailed understanding of federal, state, and local environmental laws and permitting requirements.
  • Strong analytical skills and attention to detail.
  • Excellent verbal, written, and interpersonal communication abilities.
  • Proficiency with Microsoft Office Suite.
  • Knowledge of hazardous chemicals and materials.
  • Ability to interpret and utilize complex environmental data and legal documents.
  • Familiarity with environmental auditing and risk assessment tools.
  • Understanding of the organization's goals and objectives.
  • Ability to present ideas in user-friendly language.
  • A customer service orientation and the ability to work effectively in a team-oriented, collaborative environment.
