Job description

HumanIT Solutions is seeking a Proposal Manager / Proposal Coordinator to support strategic growth and our expanding business portfolio. This role combines leadership in managing proposal development activities with coordination responsibilities to ensure compliance, quality, and timely delivery of responses to Government RFPs, RFQs, and RFIs. The position requires exceptional organizational skills, attention to detail, and the ability to work collaboratively across multiple teams under tight deadlines.

Key Responsibilities (Proposal Manager)

Manage end-to-end proposal process including planning, scheduling, writing, editing, and submission adhering to Shipley processes.

Review and analyze RFP/RFQ/RFI requirements and create compliant outlines, matrices, and proposal schedules.

Facilitate kick-off meetings, storyboard sessions, and color team reviews.

Collaborate with capture management, technical teams, SMEs, and subcontractors to gather necessary information.

Ensure proposals meet all compliance requirements and internal standards.

Develop and integrate win themes, discriminators, and key success factors into proposal content.

Maintain document configuration management and control.

Perform quality assurance reviews and ensure timely delivery of proposals.

Manage production of draft and final text and graphics, including desktop publishing and copy editing.

Support continuous improvement by analyzing past proposals and updating processes and templates.

Additional Responsibilities (Proposal Coordinator)

Coordinate proposal schedules, meetings, and deliverables to ensure deadlines are met.

Assist in preparing proposal templates, compliance matrices, and section outlines.

Support content management by maintaining libraries of reusable materials, graphics, and proof points.

Track action items from reviews and ensure closure.

Perform formatting, proofreading, and compliance checks on proposal documents.

Assist with final production and submission of proposals in both hard and soft copy formats.

Maintain version control and ensure proper document configuration.

Provide administrative support for proposal activities including repository updates and lessons learned documentation.

Required Qualifications

Bachelor's Degree or equivalent experience.

5+ years of government proposal development experience (manager level).

3+ years of experience in proposal coordination or similar role.

Strong writing, editing, and communication skills.

Ability to manage multiple projects simultaneously under tight deadlines.

Knowledge of federal RFP/RFI processes and compliance requirements.

Preferred Qualifications

Experience with Shipley Method or equivalent.

APMP Practitioner Level certification or higher.

Experience in Federal IT/Software Development Government Contracting.
