Department Summary
The Correctional Medicine Department is a non-academic service-line under UNTHSC's Office of Clinical Innovation. This Department oversees and manages two Comprehensive Medical Services contracts with Federal Bureau of Prisons (BOP): Federal Medical Center (FMC) Fort Worth - male facility and FMC Carswell - female facility.
Correctional Medicine serves as the prime-vendor contractor responsible for providing inpatient/outpatient facility and specialty physician services for these two FMCs. We provide additional on-site specialty clinics and other locum tenens services at each prison facility. We have an established Correctional Medicine - Provider Network of local hospitals, outpatient centers and ambulatory health clinics that we subcontract with to provide health care services for our contracts. We also utilize our HSC Health faculty practice plan to provide a number of these specialty services.
Both of our federal contracts are fee-for-service arrangement with rates based a percentage premium to the current Medicare Fee Schedule. Each contract is awarded under the terms and conditions of the Federal Acquisition Regulation. These are 5-year service contracts with a Base Year and 4 one-year option periods. We were recently awarded a new contract effective on May 1, 2021 for the FMC Fort Worth facility and we are currently operating under Purchase Order extension for FMC Carswell until a new contract is awarded.
Position Overview
The Correctional Medicine Department at the University of North Texas Health Science Center is seeking to hire a Clinical Operation Coordinator to join our team. Responsibilities of the position include but are not limited to: Assist with providing oversight and support of the clinical operations of UNTHSCs Comprehensive Medical Services Contract with the BOP with the goal of meeting our contract performance requirements and improving/enhancing our contract relationship. Coordinate, oversee, and monitor clinical operational requirements for our BOP Comprehensive Medical Services contracts including clinical scheduling, onsite clinic operations, credentialing, security clearances, and Correctional Network Provider and Facility support. Assist in developing and maintaining departmental policies and procedures related to the clinical operations component of our BOP and other CMD assigned contracts. Maintain an open line of communication on all clinical operations issues with CMD Clinical Operations Manager, Senior Clinical Operations Coordinator, Correctional Medical Director, UNTHSC Risk Quality Management, and CMD Executive Staff, as appropriate.
Minimum Qualifications
Completion of an accredited Medical Assistant program and current Medical Assistant Certificate and seven (7) years of experience in a hospital and/or ambulatory care setting or any equivalent combination of education and experience.
Knowledge, Skills and Abilities
  • Ability to coordinate, oversee, and monitor clinical scheduling, clinical operations, and clinical outcomes and performance on health care contracts.
  • Computer literate and technologically competent to communicate in written and electronic media at all levels within a health care organization.
  • Knowledge and demonstrated capability of using clinical scheduling software, electronic medical record systems, and Microsoft Office software applications.
  • Written, verbal and interpersonal communication skills.
  • Ability to prioritize and multitask in an effective and efficient manner while meeting all required deadlines.

Preferred Qualifications
The preferred candidate will possess the following additional qualifications: A valid Texas LVN License preferred but not required.

Job Duties
  • Coordinate onsite specialty clinics to ensure BOP Health Services Staff are supporting UNTHSCs onsite clinic operations and contract providers consistent with CMD policies and procedures and the terms and conditions of our BOP contract.
  • Monitor the BOP monthly clinic calendar at each facility to ensure specialty clinics are being scheduled by the BOP on a routine basis to meet volume of inmate referrals.
  • Ensure clinic providers have all necessary clinical support including medical record documentation, clinical staffing, equipment, and supplies for their onsite specialty clinics.
  • Provide feedback to BOP Health Services and CMD Executive staff regarding negative trends in BOPs onsite clinic operations including clinic scheduling, referral backlogs, special needs cases, medical equipment support, medical record documentation, and related quality of care issues.
  • Provide clinical scheduling for offsite appointments and procedures for BOP correctional facilities, as necessary, to help provide clinical operations support for our BOP contracts.
  • Coordinate performance improvement plans with CMD Clinical Operations Staff and BOP Health Services (Clinical Director and Health Services Administrator) consistent with Quality Control Plans to ensure operational issues are addressed appropriately in a timely fashion.
  • Participate in Utilization Review Committee Meetings, Status Meetings, and other special called meetings while providing constructive input and feedback regarding UNTHSCs clinical operational issues.
  • Provide all other duties as assigned necessary to support the missions and goals of CMD and UNTHSC including providing training and backup coverage for Clinical Operations Coordinators, Clinical Operations Managers, Senior Director of Clinical Operations and other Clinical Operations staff, as requested.
