Job description

CGS is looking for a Space Operations Scenario Writer to support the US Army's Mission Command Training Program (MCTP) at Fort Leavenworth, KS.
The Space Operations Scenario Writer develops and integrates realistic Space and Electromagnetic Spectrum (EMS) storylines, Master Scenario Event List (MSEL) injects, and related products in support of MCTP collective training events (WFXs and other mission command exercises). This role provides space-ops subject matter expertise (SME) to replicate a credible operational environment (OE), advise exercise leadership and OPFOR, and ensure space/EMS effects are properly represented in the simulation and in non-simulated workarounds. The writer directly contributes to exercise planning documents and synchronizes execution of all Space Operations events.
Responsibilities:
  • Scenario & MSEL Development
    • Create detailed Space Operations and EMS storylines and MSEL injects aligned to unit training objectives (including allied, host-nation, and adversary space capabilities and EMS usage).
    • Produce Information/decision timelines and recommended sequencing for Space events and EMS effects as part of the Road to War and exercise playbook.
  • Integration & Coordination
    • Coordinate closely with the High Command (HICOM) cell, EXCON/Chief of EXCON, JED, S-3 Operations, SMDC, and other stakeholders to ensure a credible, coherent scenario.
    • Integrate Space actions that cannot be modeled in the simulation by coordinating workarounds, interfacing with JED, host-nation civil authorities, or through established exercise workaround procedures.
  • SME Support
    • Provide subject matter expertise on Space Operations doctrine, employment, and EMS activities- offensive, defensive, allied/host-nation usage-so training audiences experience realistic operational effects.
    • Integrate real-world threats and intelligence-derived inputs and lessons learned (in coordination with SMDC/ARCYBER intelligence) into storylines to enhance training fidelity.
  • Exercise Documentation
    • Directly contribute to exercise planning and operational documents, to include Annex B, Annex C, Appendix 18, and other HICOM Operations Order sections as required.
    • Prepare and present recommended Space Operations workarounds for the MCTP Rules and Workaround Committee.
  • Database & Recordkeeping: Maintain and update a Space Operations database that documents all Space-related exercise actions, resources, timelines, and changes throughout planning and execution phases.
  • Training & Advising
    • Train, advise, and monitor the OPFOR Tactical Commander and relevant EXCON staff on Space Operations implications, recommended OPFOR employment, and associated MSEL events.
    • Develop draft Space Operations events for inclusion in the Road to War for presentation by the Chief of EXCON to the Exercise Director.
  • Execution & Synchronization: Synchronize and supervise the execution of all Space Operations storylines and associated MSELs during the exercise, support dynamic scripting and in-exercise adjustments, and brief leadership on impacts to training audiences.
  • Liaison: Serve as the primary interface with SMDC, JED, host-nation space authorities (as applicable), and other space/EMS stakeholders to validate scenario fidelity and obtain necessary approvals or coordination.

Requirements:
  • Army Space Operations Officer (Functional Area 40) experience
  • Broad technical knowledge of operational, tactical, and strategic level employment of space capabilities and integration into to the division, corps, and ASCC levels of command.
  • Familiar with all new and current Army and Joint regulations and publications applicable to this position prior to employment.
  • BS/BA degree with 5 years of military experience, or High School and 10 years of military experience.
  • Requires a TS/SCI clearance.

Preferred Qualifications and Experience:
  • Bachelor's degree in Space Operations, Aerospace Engineering, Cyber/Information Operations, or related discipline - or equivalent military experience.
  • 5+ years' experience in Space Operations, EMS employment, or space-related planning in a DoD, joint, allied, or equivalent operational environment.
  • Direct experience developing exercise scenarios, MSELs, and exercise planning products at brigade, division, corps or higher echelons.
  • Familiarity with Space warfighting concepts, EMS doctrine, satellite/capability employment, and host-nation considerations.
  • Demonstrated ability to translate intelligence and lessons-learned into realistic training injects.
  • Strong writing skills; proven experience drafting Annexes, Appendices, and operational orders.
  • Proven record coordinating with multiple stakeholders (SMDC, JED, EXCON, HICOM, host-nation authorities).
  • Prior experience supporting MCTP, Joint/combined exercises, or CENTCOM / INDOPACOM / USSPACECOM / ARCYBER coordination.
  • Experience with simulation toolsets, dynamic scripting platforms, and exercise control (EXCON) operations.
  • Graduate-level education in a relevant technical or strategic field.
  • Understanding of international/host-nation legal and policy issues associated with Space and EMS employment.
