Job description

Dependent on experience and qualifications.

Under the direction of the City Clerk, this position performs a variety of professional and technical duties related to assisting in executing the operations and programs of the City Clerk’s Office including, but not limited to, administering assigned programs and procedures for City Council and City of Laramie Boards and Commissions, liquor licensing, business licensing, and municipal elections.   

DUTIES & RESPONSIBILITIES: 
  • Assist the City Clerk and Senior Deputy Clerk in carrying out the division’s administrative functions
  • Assist with records management and archive systems for official City records
  • Assist City Clerk and Senior Deputy Clerk in preparing minutes for City Council and boards and commissions
  • Update website with division information, meeting dates, agendas, and minutes for City Council and city boards and commissions as assigned 
  • Serve as the main point of conduct for the public in regard to answering the division phone line, answering questions related to licensing, attending 
  • Conduct bid openings and process bid documents; release securities, as assigned
  • Collect and process all alcohol related Special Event Permits, Alcohol Catering Permit, Malt Beverage Permits, and Open Container Permits 
  • Collect and process Business Licenses and Liquor Licensing applications
  • Maintain City Council time entries, accounts payable entries and purchase card transactions in accounting software
  • Cash handling for the City Clerk’s Division cash drawer 
  • Provide support and review to staff and directors for official documents that will be presented to City Council 
  • Read, interpret, and apply Wyoming State Statutes and Laramie Municipal Code related to liquor laws, open meetings, public records, and other applicable sections to the function of the City Clerk’s Division 
  • Making arrangements for public meeting locations, coordination with facilities staff for setup and tear down, media notices, developing information flyers, and other accommodations as necessary 
  • Assist with travel arrangements for the City Clerk’s Division and Council 
  • Clerking occasional night meetings is required as assigned
  • Assist with municipal election administration
PREFERRED QUALIFICATIONS: 
  • Bachelor’s degree in business administration/public administration or an equivalent amount of work experience, including four years of administrative experience involving frequent contact with the public with demonstration of improved skills and continued progress. 
  • Possession of, or ability to obtain, the following certifications: Certified Municipal Clerk, Master of Municipal Clerk, Public Leadership Credentials, or Public Records Officer. 

SPECIAL REQUIREMENTS: 
  • Ability to work in a standard office environment with some ability to travel to different sites; some exposure to outdoors. 
  • Ability to lift 50 lb boxes. 
  • Ability to work night meetings as assigned. 
  • Effective communications skills both in person, over the phone, and in written communication.
  • Ability to read, interpret, and apply Laramie Municipal Code and Wyoming State Statutes.
