FLSA Status: Exempt Safety Sensitive: NO Level II Screening: NO Under direction of the GIS Manager, the incumbent performs advanced technical and professional level work in planning, analyzing, and designing methods and procedures for the development of new or modifications of existing Geographic Information System (GIS), data, products, and applications. This job has no supervisory responsibilities. Responsibilities and Reporting During an Emergency Situation: Essential Employees may be required to work during a declared emergency.

Depending on the nature of the emergency, this may require working around the clock for several days on short notice. Non-Essential Employees will not be required to work during a declared emergency. The employee's Department Head will determine when the employee will be required to work.

Duties/Responsibilities Follow established policies, procedures, and guidelines as directed by the GIS Manager Utilize Esri ArcGIS Pro for multiple tasks Assist with the administration of Esri ArcGIS Online and ArcGIS Enterprise Ensure the security of Protected Critical Infrastructure Information Develop and maintain Esri GIS web applications (Instant Apps, Experience Builder, Survey123, etc.) Develop and maintain spatial and non-spatial data (hosted feature services and views, SDE feature datasets and classes, and standalone products) Develop and maintain Extract, Transform, and Load (ETL) processes using ArcGIS Pro (Model Builder, ArcPy, Tasks, Attribute Assistant) Perform data research, data analysis, and data mining functions Conduct Quality Control/Quality Assurance reviews to ensure data accuracy and integrity Create custom spatial and non-spatial products for internal and external customers Support city staff on the use of GIS web applications and assist end users with geospatial technologies Support the city's Emergency Operations Center during activation (Essential Employee) May be required to drive a motor vehicle to accomplish tasks This position requires regular and reliable attendance and the employee's physical presence at the workplace Performs other duties as assigned. KNOWLEDGE, SKILLS AND ABILITIES Proficient in the use of ArcGIS Pro, ArcGIS Online, and ArcGIS Enterprise Knowledge in task and process automation using Esri ArcGIS Pro, ArcGIS Notebooks, and Microsoft Power Automate Knowledge of Distributed and Partnered Collaborations within Esri environments Proficient in the use of word processing, spreadsheet, database and presentation software Knowledge of, and ability to create, complex queries using the SQL and/or ArcPy Ability to use GIS to digitize, store, maintain and retrieve both spatial and non-spatial data Skill in data mining and data research Skill in written, verbal, electronic, and visual communications Skill in critical thinking, analysis and problem-solving, specifically related to data quality and GIS processes Skill in organization, prioritization, and time management Ability to research and resolve land records and related problems Ability to establish and maintain effective working relationships Ability to operate necessary equipment, including computer, copy machine, telephone, etc

Minimum Requirements Bachelor's degree from an accredited four-year college or university with major course work in GIS, Geography, Government Administration, Computer Science, Planning, Engineering or related field (Progressive experience as a GIS Analyst may be substituted for the degree on a year for year basis.) Three (3) years' experience of progressively responsible experience in the field of GIS using Esri products Must possess a valid Driver's License with an acceptable driving record. PREFERRED QUALIFICATIONS Experience with ArcGIS Pro, ArcGIS Online, and ArcGIS Enterprise Knowledge of ArcPy, SQL, and Arcade Physical Demands and Working Conditions This work typically requires the following physical activities to be performed. Balancing - maintain equilibrium to prevent falling while walking, standing, or crouching

Climbing - ascending, descending ladders, stairs, ramps, requires body agility. Reaching - extending hands or arms in any direction. Repetitive Motion - substantial movements of wrists, hands, fingers.

Speaking - expressing ideas with spoken word, convey detailed, important instructions accurately, concisely. Standing - for sustained periods of time. Stooping - bending body downward, forward at waist, with full motion of lower extremities and back.

Talking 1- expressing ideas by spoken word Crouching - bending body forward by bending leg, spine. Feeling - perceiving attributes of objects by touch with skin, fingertips. Fingering - picking, pinching, typing, working with fingers rather than hand.

Grasping - applying pressure to object with fingers, palm. Handling - picking, holding, or working with whole hand. Hearing 1 - perceiving sounds at normal speaking levels, receive information.

Hearing 2 - receive detailed information, make discrimination in sound. Kneeling - bending legs at knee to come to rest at knees. Lifting - raising objects from lower to higher position, moving objects side to side, using upper extremities, back.

Mental Acuity - ability to make rational decisions through sound logic, deductive reasoning. Visual Acuity 1 - prepare, analyze data, transcribing, computer terminal, extensive reading. Visual Acuity 2 - color, depth perception, field of vision.

Visual Acuity 3 - determine accuracy, neatness, observe facilities/structures. Walking - on foot to accomplish tasks, long distances, or site to site. Work performed is primarily: Sedentary work: Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.

WORK ENVIRONMENT Works in an office environment and sits for long periods of time May be required to work hours other than the regular schedule including nights, weekends, and holidays. May be required to work during a declared emergency.
