Job description

Oxford Government Consulting seeks a Senior CPIC / TBM Portfolio Lead to support Federal CIO organizations managing IT investment portfolios and implementing TBM frameworks.

Key Responsibilities:
    • Lead CPIC Select, Control, Evaluate investment management activities.
    • Lead TBM implementations and Apptio modeling.
    • Provide CIO portfolio analytics and investment performance reporting.
    • Map financial and operational data to the TBM taxonomy.
    • Lead Apptio data ingestion and cost modeling.
    • Lead OMB Exhibit 53 and Exhibit 300 development and reporting (IT portfolio summary and business cases for major IT investments).
    • Lead CIO governance reporting and executive briefings

    Experience/Qualifications:

      • U.S. Citizenship
      • Bachelor’s degree in Information Systems, Business Administration, Public Administration, Finance, or related discipline
      • 5–8 years of experience supporting Federal CIO organization
      • Experience supporting/leading CPIC and TBM implementations
      • Experience with Apptio, TBM framework, IT financial modeling, cost transparency initiatives
      • Experience with federal IT financial management tools
      • Excellent written and verbal communication skills
      • Preferred experience supporting the following Federal agencies: VA, DOT, Treasury
      • Preferred certifications: TBM Executive Foundation, Project Management Professional (PMP), Certified Government Financial Manager (CGFM)
