Job description

San Diego Naval Client โ€” Onsite
Position Contingent on Contract Award

Position Overview

BETA Systems International (BSI) is building a team for a Naval maintenance client in San Diego, California. This role supports a project to migrate a legacy web portal to the ServiceNow platform and to build custom applications for the client's business functions. The position is onsite at a Navy installation in the San Diego area. This posting is contingent on contract award. BSI will confirm a start date once the client issues the award.

What You Will Do
  • Lead the design and configuration of ServiceNow modules, including Flow Designer, REST/SOAP web services, and custom applications built on the ServiceNow App Engine.
  • Map and migrate data and business logic from a legacy Oracle APEX portal into ServiceNow.
  • Build IT Service Management (ITSM) capabilities for IT and Facilities ticketing, along with custom workflows for programs such as apprenticeship tracking, cell phone management, personnel records, and IT asset management.
  • Configure role-based access control and field-level security to protect personally identifiable information (PII) and sensitive personnel data.
  • Translate stakeholder requirements into technical designs, architectural documentation, and agile user stories.
  • Run agile Scrum ceremonies, including sprint planning, daily stand-ups, sprint demos, and retrospectives.
  • Train the client's future system administrators through structured workshops and handsโ€‘on knowledge transfer.
  • Report development and migration progress to government leads in line with the project's Plan of Action and Milestones (POAM).
  • Advise the client on when to use outโ€‘ofโ€‘theโ€‘box configurations versus custom development, to protect the platform's ability to accept future upgrades.
Required Qualifications
  • Five years of information technology experience, including three years configuring and developing solutions on an enterprise platform.
  • Experience with JavaScript, HTML, CSS, XML, Web Services, SAML, SSO, and LDAP integration.
  • Working knowledge of Field Service processes, such as work order management, autoโ€‘assignment, territory management, and preventative maintenance.
  • Understanding of federal data compliance and security standards, including protection of PII and protected health information (PHI).
  • Experience communicating technical solutions to nonโ€‘technical stakeholders and guiding them through complex business process decisions.
Required Certifications and Clearance

The client requires both onsite developers to hold the certifications below on the first day of performance. If you are working toward these, let BSI know at the time of application.

  • ServiceNow Certified System Administrator (CSA) โ€” required on day one.
  • ServiceNow Certified Application Developer (CAD) โ€” required on day one.
  • ServiceNow Certified Implementation Specialist (CIS) in a core workflow area, such as ITSM or App Engine โ€” required within 90 days of award.
  • Information Assurance Technical Level II (IAT-II) baseline certification, such as CompTIA Security+ CE, GSEC, SSCP, or CCNA Security.
  • Active Top Secret (TS) security clearance, or eligibility for one.
  • Eligibility for physical access to a Navy installation, including a Common Access Card (CAC) and a completed System Authorization Access Request (SAAR-N / DD Form 2875).
Work Environment

This is a full-time, onsite position at a Navy installation in the San Diego area. The role reports to BSI's program management team, which provides offsite advisory support and handles reporting to the client. Candidates should expect a military work environment and should be comfortable working alongside government personnel and other contractors on a daily basis.
