(Confidential Client) seeks an experienced Intelligence Program Manager to lead and oversee multiple intelligence programs supporting U.S. Government customers and Department of Defense initiatives. This individual will be responsible for end-to-end program management encompassing strategic planning, execution, budget oversight, personnel management, and performance reporting for intelligence operations and analytical programs.

The Intelligence Program Manager will serve as the primary liaison between (Confidential Client) leadership, customer representatives, and program teams, ensuring all deliverables meet customer requirements, security protocols, and quality standards. This role requires demonstrated expertise in intelligence operations, strong understanding of government contracting regulations, and the ability to manage complex, sensitive programs within a classified environment. The successful candidate will drive program success while maintaining the highest standards of integrity, security, and mission focus.

• Active Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance or ability to obtain one quickly
• Minimum 8 years of professional experience in intelligence program management, operations, or analysis
• Proven experience managing programs with budgets exceeding $5 million
• Strong knowledge of intelligence community (IC) organization, processes, and protocols
• Experience with government contracts, Federal Acquisition Regulations (FAR), and Defense Federal Acquisition Regulation Supplement (DFARS)
• Demonstrated proficiency with program management tools and methodologies (e.g., Earned Value Management, Critical Path Method)
• Bachelor's degree from an accredited institution (Master's degree preferred in related field such as Intelligence Studies, Public Administration, or Business Administration)
• Excellent written and oral communication skills with ability to brief senior government and military officials
• Ability to obtain and maintain a Top Secret clearance with polygraph examination

• Program Planning & Strategy: Develop comprehensive program plans, strategy documents, and operational roadmaps aligned with customer objectives and organizational capabilities. Define program milestones, timelines, and success metrics in coordination with customer stakeholders.
• Budget Management & Financial Oversight: Manage program budgets, monitor expenditures, track Earned Value performance metrics, and ensure compliance with government accounting standards and regulations. Prepare budget justifications, forecasts, and financial reports for customer review.
• Personnel & Resource Management: Recruit, hire, and supervise program personnel including intelligence analysts, collection managers, and support staff. Conduct performance evaluations, professional development planning, and ensure appropriate staffing levels to meet program demands.
• Customer Relations & Stakeholder Engagement: Serve as primary point of contact for customer representatives. Conduct regular status meetings, address customer concerns, manage change requests, and maintain strong working relationships with government counterparts at all organizational levels.
• Quality Assurance & Performance Metrics: Establish quality standards and ensure all program deliverables meet customer specifications and established performance baselines. Monitor program metrics, identify issues, and implement corrective actions to maintain program health.
• Security & Compliance: Ensure strict adherence to security protocols, classification guidelines, and intelligence community regulations. Conduct security briefings, manage access controls, and coordinate with security personnel to maintain a protected environment.
• Risk Management: Identify potential program risks, develop mitigation strategies, and maintain contingency plans. Report risks to leadership and implement corrective measures to prevent mission impact.
• Reporting & Documentation: Prepare executive summaries, monthly status reports, performance dashboards, and strategic briefings for senior leadership and customer representatives. Maintain comprehensive program documentation in accordance with government standards.

• Intelligence Operations Knowledge: Deep understanding of intelligence collection disciplines, analytical methodologies, all-source intelligence integration, and intelligence dissemination processes. Familiarity with specific intelligence mission areas (HUMINT, SIGINT, IMINT, GEOINT, or Open Source Intelligence).
• Program Management Expertise: Proficiency in program management frameworks including PMP methodology, systems engineering processes, and government program management standards. Strong grasp of program lifecycle management from initiation through closeout.
• Budget & Financial Management: Advanced skills in budget analysis, cost estimation, financial forecasting, and Earned Value Management (EVM). Experience with government accounting systems and cost tracking methodologies.
• Government Contracting Acumen: Comprehensive knowledge of FAR, DFARS, and government procurement procedures. Understanding of contract types, compliance requirements, and customer relationship management in government contracting.
