Noblis is positioned to provide technology and operational solutions to senior decision makers in the Department of Homeland Security (DHS) in the Science and Technology (S&T) Directorate. The DHS S&T Directorate is the primary research and development arm of DHS and manages science and technology research, from development through transition, for the Department's operational components and first responders. Established by Congress to provide innovative solutions to the nation's homeland security challenges, S&T is the core source of scientific and engineering expertise for DHS and is uniquely postured to enhance our nation's security and resilience by providing knowledge products and innovative technology solutions for the Homeland Security Enterprise (HSE).

The Strategic Engagement Analyst will provide analytical, planning, and operations support to a front office organization within the Department of Homeland Security's (DHS) Science & Technology Directorate (S&T). This organization is responsible for planning and executing senior-level and strategic engagements across industry, interagency, international, Congressional, and intelligence community partners across all homeland security science and technology mission areas.
This position will analyze, integrate, and synchronize S&T strategic engagements with external stakeholders, ensuring they are planned, governed, and executed in a consistent, enterprise-wide manner. A strategic priority will be recommending and implementing technology improvements to these processes to accelerate office responsiveness in an environment with evolving national events and priorities, inclusive of process automation and judicious use of artificial intelligence. This includes capturing, curating, and integrating data sources to inform accelerated, accurate decisions. The analyst assesses engagement priorities, evaluates stakeholder equities, and develops recommendations on sequencing, targeting, and preparation to maximize the impact of Under Secretary and senior leadership engagements. The role requires reviewing taskers for office equities and recommending responses, developing briefing materials to support strategic engagements, and coordinating with executive staff and external stakeholders to plan and execute engagements at client sites, domestic, and international travel locations.
The successful candidate will be self-motivated, operate well in a matrixed environment, effectively manage competing priorities, and be comfortable exercising independent judgment in communication with external stakeholders and senior leadership. This individual must be proactive-comfortable proposing process improvements, identifying efficiencies, and personally owning execution from concept through delivery.
This is currently a hybrid position with a blend of on-site and remote work, requiring staff to be on-site at the DHS S&T client site in Washington D.C. as needed. Applicants must be able to regularly commute to Washington D.C.
Responsibilities include, but are not limited to:
  • Analyzing engagement priorities and stakeholder opportunities to develop recommendations on sequencing, targeting, and timing of S&T strategic engagements, and coordinating logistics (attendance, travel, event planning, budget) to execute accepted engagements.
  • Authoring and revising briefing materials - including read-ahead memos, talking points, presentations, trip binders, and post-engagement summaries - synthesizing inputs from multiple offices and tailoring content to audience and engagement objectives.
  • Deploying automation and AI tools to streamline engagement preparation, follow-up communications, and data management - evaluating engagement outcomes and stakeholder data (feedback, transcripts) to identify trends, assess relationship health, and recommend strategy adjustments.
  • Ensuring engagement data feeds into organizational performance metrics, analyzing relationships, pipeline development, and channel performance to inform leadership decision-making.
  • Synthesizing incoming taskers and data calls for DHS S&T equities, assessing relevance, urgency, alignment to administration priorities, and organizational impact; and developing detailed recommended responses that reflect leadership intent, program objectives, mission requirements, and cross-cutting S&T equities.
  • Designing and refining standardized processes, templates, and workflows for engagement planning and execution, assessing effectiveness and recommending improvements based on operational data.

Required Qualifications
  • Bachelor's Degree with 5+ years of related experience or Master's Degree with 3+ years of related experience.
  • Eligibility to obtain a Secret Clearance and DHS Suitability determination.
  • Excellent written and verbal communication skills, with the ability to synthesize information from multiple sources into clear, actionable briefing materials.
  • Strong analytical and organizational skills with the ability to assess competing priorities evaluate stakeholder equities, and recommend courses of action.
  • Experience collecting, curating, and integrating data to enable process automation and automated decision-making.

Desired Qualifications
  • Experience advising senior leaders in a federal front office, strategy, or executive operations environment - including shaping priorities, driving cross-functional coordination, and managing competing demands.
  • Deep understanding of stakeholder engagement across industry, interagency, international, and Congressional audiences - with demonstrated ability to analyze engagement outcomes and partnership data to inform strategic recommendations.
  • Experience synthesizing complex taskers, data calls, and action items into clear, decision-ready recommendations for senior leadership.
  • Experience designing, refining, and automating standardized processes, data management, and workflows using automation or AI tools to increase workload efficiencies.
  • Experience developing executive-level communications - including memos, talking points, and trip books - by distilling and integrating inputs from multiple offices into cohesive, leadership-ready products.
  • Experience orchestrating high-visibility events, leadership travel, and associated resource planning to advance organizational engagement objectives.
  • Experience identifying process inefficiencies and designing streamlined workflows that improve team performance and operational throughput.
  • Proficiency with collaboration and work management tools including Excel, SharePoint, Power BI, and MS Teams.
  • Experience supporting DHS, DoD, or other national security organizations, particularly those with RDT&E oversight.
  • Strong communicator who thrives in fast-paced, team-oriented environments and adapts productively to shifting priorities.
  • Active Secret clearance (Top Secret/SCI preferred) and current DHS Suitability strongly preferred.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis' total compensation package for employees.
