Job description

The Construction Surveillance Technician (CST) will perform construction site security services through the life span of the project as directed by the Lead CST, within ICD-705 requirements. CSTs will use established security procedures to deter technical penetrations and thwart implanted technical collection devices in support of the Site Security Manager. CSTs will follow and report any violations of construction site Special Access Program Facility (SAPF) physical security requirements per the approved Construction Security Plan (CSP).

CSTs will be required to conduct the following basic tasks as directed by the Lead CST: CSTs will provide roving security services for the SAPF areas in accordance with ICD 705 by maintaining a Master Access Roster (MAR) of all personnel authorized access to these spaces and ensuring all patrons are free from Personal Electronic Devices (PEDs) while accessing these SAPF areas. CSTs will begin surveillance of non-cleared workers at the start of the secure area construction or the installation of major utilities. CSTs will clear and secure the areas for which they are responsible at the end of each shift.

CSTs shall perform daily access control; identification checks and searches to ensure all people entering the four SAPF areas have authorized access to those spaces. Thereafter, a report indicating all findings to include attempted unauthorized site access shall be documented and submitted daily. CSTs shall attend required daily or weekly Quality Control/Production meetings, Safety meetings, and other in-person onsite meetings as directed by the Lead CST.

CSTs shall generate and submit security incident and compliance violation reports to Lead CST, Government SSM/AO(s) in accordance with the CSP. CSTs will maintain and document jobsite visitors in a logbook, with an entry and exit time at each SAPF area. CSTs will document security violations or deviations from the CSP in the daily activity log and notify the Lead CST and SSM.CST(s) must have thorough knowledge of the ICD 705 and DODM 5105.21 Physical Security requirements, including ICD 705 Technical Specification

Shall also possess thorough understanding of UFC 4-010-05 and other applicable UFC guidelines for construction. CSTs must have completed a CST/CAG (Construction Security Technician/Cleared American Guard) course (or equivalent), as well as an applicable TSCM (Technical Surveillance Counter Measures) course (or equivalent). CSTs must maintain, through the period of performance, a current TOP SECRET clearance based on a T5/T5R or equivalent background investigation and shall be SCI-ICD 704 eligible.

CSTs must be well versed in established security protocols and known challenges in assembling high security systems, transportation, storage, and installation of the US Government provided collateral equipment. CSTs shall have at least 3 years' experience as a CST in at least one of the following areas of expertise; construction security surveillance, Technical Surveillance Countermeasures, Industrial or Government security involving counterintelligence, construction quality assurance, or hands on supervisory construction experience. CSTs must be capable of reading and analyzing designs, drawings and specifications and recognizing the architect's intent.

Shall be capable of analyzing designs and structural complexities, which are intended to mask an ulterior purpose not intended by the architect. CSTs must have knowledge of Technical Surveillance Countermeasures, construction principles, and the types of devices used by hostile and friendly intelligence services for the purpose of clandestine surveillance. CSTs will become thoroughly knowledgeable of all security procedures and the level of security required in various parts of the facility under construction.

CSTs shall have thorough knowledge of TEMPEST construction principles. CSTs shall be fluent in writing and speaking English to provide detailed reports and complete the analysis of issues, findings, and security situations which require staff actions. CSTs must be capable of independent decision making, possess a high degree of individual initiative, and be able to function with minimal supervision.

CSTs must ensure rapid response for required and emergent tasking and shall reside within a local/regional radius (150 miles) of NAS Lemoore. #cjCST(s) must have thorough knowledge of the ICD 705 and DODM 5105.21 Physical Security requirements, including ICD 705 Technical Specification.
