Job description

BASIC PURPOSEย 

PSTA's Transportation Supervisor Interim Program ("Interim Program") is a hands-on training program, designed to teach the duties of a Transportation Supervisor.ย  The Interim Program covers all aspects of the Transportation Supervisor's responsibilities: Dispatch, Scheduling, Radio Operations, and Street Operations.ย  Applicants selected for the Transportation Supervisor Interim Program will retain their current position, and receive a $0.50/hour pay bump during training.ย  Participants may be required to continue to fulfil their normal work responsibilities while going through the interim program.

SELECTION PROCESSย 

Interested candidates will complete and submit an internal application on PSTA's website, and may be invited to interview for the Interim Program.ย  Upon successful completion of the Interim Program, graduates may apply and interview for available full-time Transportation Supervisor positions.ย  They will proceed through the usual interview process, with the selected candidate notified following completion of all interviews.ย 

ESSENTIAL FUNCTIONS

ย ย ย ย ย ย ย ย  Supervises Bus Operators and monitors adherence to routes, schedules, personnel, operating rules and regulations and PSTA attendance policy.ย 

ย ย ย ย ย ย ย ย  Assigns, schedules and dispatches buses to facilitate effective and efficient delivery of service.ย ย 

ย ย ย ย ย ย ย ย  Schedules Bus Operators according to union contract, to ensure adequate staffing to efficiently meet service requirements.ย 

ย ย ย ย ย ย ย ย  Monitors radio transmissions, and real time information system, with Bus Operators to insure system is operating efficiently

ย ย ย ย ย ย ย ย  Prepares disciplinary notices for drivers consistent with Authority policies, procedures, rules and regulations (reviews related problems and complaints with drivers to improve operator performance).ย 

ย ย ย ย ย ย ย ย  Prepares operator paperwork to facilitate next day service.ย 

ย ย ย ย ย ย ย ย  Reports unsafe road conditions; sets up detours to maintain service following accidents, breakdowns, or when routes are impassable.ย 

ย ย ย ย ย ย ย ย  Completes daily logs of activities to provide accurate, up-to-date information.ย 

ย ย ย ย ย ย ย ย  Keeps accurate attendance records; enters operator timekeeping into the computer.ย 

ย ย ย ย ย ย ย ย  Investigates and analyzes accidents to determine cause, reports findings and recommends corrective actions.ย 

ย ย ย ย ย ย ย ย  Relieves Bus Operators in emergencies and completes schedule if necessary.ย 

ย ย ย ย ย ย ย ย  Mentors new Bus Operators.ย 

ย ย ย ย ย ย ย ย  Performs minor equipment repairs.ย 

ย ย ย ย ย ย ย ย  Performs bus rides with Operators.ย 

ย ย ย ย ย ย ย ย  Performs other related tasks as may be assigned.

MINIMUM QUALIFICATIONS

  • Education: High School Diploma or G.E.D. Supplemental education or training in business, transportation, safety or relevant area is preferred.

  • Experience: At least 12 months' transit experience.ย  A minimum of six months of that experience must be as a Bus Operator.ย  Experience in a position related to transit operations may be considered to meet the remaining six month requirement.ย  Good safe driving record, discipline record and overall work record.ย 

  • Work Record: Safe driving record (no more than 1 preventable accident in the previous 12 months.)ย  Zero disciplinary actions in the prior 12 months.ย  No more than 3 Occurrences in the prior 12 months.ย  No more than 2 Miss Outs in the prior 12 months.ย 

  • License Requirement: Must possess and maintain a valid Florida Commercial Drivers License Class B, with Passenger and Air Brake endorsements, in good standing. No serious traffic violations or a suspension of Drivers License, and no DUIs for the previous seven years. No more than seven points in the previous four years.

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of:ย  dispatching functions; fare structures and routes; union contract rules; principles of supervision; personnel rules and regulations; state and local traffic laws; the grievance process.

  • Skilled in: Driving a bus; conflict resolution; accident investigation/analysis; and data entry. Efficient and adept at handling basic computer operations, and capable of learning additional required software programs.

  • Abilities: Must be willing to accept constructive feedback, skills evaluation, and recommendations for improvement.ย  Assess and resolve complaints in a satisfactory manner.ย  Excellent written, reading, and verbal communication skills.ย  Establish and maintain effective working relationships.ย  Interpret and administer the union labor contract.ย  Investigate complaints and recommend appropriate solutions. Operate a two-way radio system.ย  Operate a vehicle and a bus.ย  Work independently, and make sound decisions.

PHYSICAL DEMANDS:

Standing: 30 minutes to 1 hour/day on asphalt, concrete, rubber matted flooring of bus, grassy areas/gravel on side of road.ย 

Sitting: 45 minutes to 2 hours at one time with seat belt properly secured, up to a maximum of 12 (average 9) hours per shift on adjustable, padded, backed air seat.ย 

Walking: 30 minutes to 1 hour/day on asphalt, concrete, rubber matted flooring of bus, grassy areas/gravel on side of road.ย 

Maximum Lifting: less than 5 lbs. from waist; Frequency: once per day (supplies); fire extinguisher (10 lbs), box of triangles (10 lbs), bike rack (10 lbs), compartment door (10 lbs), wheelchair ramp (5 lbs). Frequency: rare.ย 

Carrying: less than 5 lbs.ย 

Pushing/Pulling: right sided acceleration/air brake foot pedals; sliding left sided window at driver's seat, mirrors to adjust inside/outside of vehicle; destination sign; sun visor; levers/buttons/switches needed to operate bus/make adjustments to parts of bus during pre-trip inspection; lap seat belt; bus seats up/down to access wheelchair areas on wheelchair accessible buses; button on phone to communicate with dispatch; buttons on computerized fare box and Transit Control Head (TCH); emergency hatch to open and close in case of an emergency (rare) or if air conditioning failure; spring releases underneath seats, occasional pushing of wheelchair of at least 50 lbs.ย 

Climbing: 1-3 steps into/out of bus - maximum of 16" step; ascend/descend 1 flight of stairs for daily check in/out.ย 

Balancing: On steps of bus while adjusting outside mirrors; use of handrail inside bus utilized to balance.ย 

Bending/Squatting: Up to several times daily to strap wheels of wheelchairs into place; occasional to obtain emergency equipment that may be stored underneath seat or in other compartments at floor level of bus.ย 

Twisting: Optional at neck/waist; mirrors are to be used to visually observe traffic and customers on bus; at wrist to turn dials.ย 

Rotation: At arm/shoulder when using steering wheel; at waist when entering driver's area.ย 

Kneeling: When strapping wheelchair customers into place.

Vision: Near and far acuity.ย 

Speaking/Signaling: Speaks clearly and distinctly to convey information to others.ย 

Hearing: Perceives the nature of sounds by ear.ย 

Reaching: Arms' length forward to 20"; downward to floor from seat to approximately 25"; sideways to approximately 10" and overhead to approximately 6 ' maximum from floor of bus.

ENVIRONMENTAL CONDITIONS:

Noise/Vibration: Vibration when driving, general conversation and body noise from vehicle operation noted.ย 

Hazards: Difficult customers, pedestrians, inclement weather conditions, traffic.ย 

Machines/Tools/Equipment: 31'-40' long, 9' wide automatic transmission buses with airbrakes; tickets/transfers/schedules (less than 5 lbs); radio on bus; emergency equipment; fare boxes; Transit Control Head (TCH).
