Job description

Contingent Transportation Specialist
Job Summary
TechTrans International (TTI) is seeking a detail-oriented Full-Time Contingent Transportation Specialist to support shipping and logistics operations for the Advanced Test and Logistics Support Services contract in support of the 704th Test Group at Holloman Air Force Base. This is a contingent position, pending contract award. The Transportation Specialist handles day-to-day execution of shipping requests — processing SRF forms, coordinating with carriers and freight forwarders, managing HAZMAT documentation, and maintaining shipment visibility in the OWMS. This role is the execution engine that keeps the freight queue moving, supporting shipment of sensitive test articles to domestic and international locations while maintaining full compliance and on-time delivery performance.
Clearance: Secret clearance eligibility preferred. Must be a U.S. Citizen.
Key Responsibilities
Shipment Processing
  • Process Shipping Request Forms (SRFs) through the OWMS workflow, ensuring accurate shipping instructions, carrier selection, and complete documentation for each movement
  • Coordinate with freight forwarders, carriers, and customs brokers for domestic and international shipments including OCONUS nodes
  • Prepare shipping documentation including bills of lading, commercial invoices, packing lists, and HAZMAT declarations
  • Schedule pickups, track shipments in transit, and update OWMS status to provide requestors real-time visibility
  • Coordinate delivery confirmation and resolve exceptions with carriers, escalating at-risk deliveries proactively to the Transportation Manager
HAZMAT and Compliance
  • Prepare HAZMAT shipping documentation in compliance with IATA, IMDG, and applicable DOT regulations
  • Coordinate HAZMAT storage and handling at Holloman AFB in accordance with base policies and federal regulations
  • Flag any shipments involving potentially export-controlled items — including electronic warfare, Directed Energy, or GPS/PNT equipment — to the Transportation Manager before processing
  • Maintain accurate and complete shipping records in the OWMS audit trail supporting 98% on-time delivery AQL tracking
Team Support
  • Provide daily shipment status updates to the Transportation Manager
  • Support surge shipping requirements during compressed-timeline test events — response time as short as 48-72 hours for emergent requirements
  • Assist with physical receiving, inspection, and property accountability documentation on-site
Qualifications
  • U.S. Citizenship required
  • Minimum 4 years of experience in freight, logistics, or transportation operations
  • Working knowledge of HAZMAT shipping regulations (IATA, IMDG, DOT)
  • Experience with government or commercial shipping documentation and carrier coordination
  • Associate's or Bachelor's degree in Logistics, Supply Chain, or related field; equivalent experience considered
  • Proficiency in Microsoft Office Suite and ability to learn web-based workflow systems
Key Skills
  • Strong organizational skills and attention to detail on shipping documentation
  • Ability to manage multiple open shipments simultaneously without losing track of status
  • Proactive communication with the Transportation Manager on exceptions and at-risk deliveries
  • Comfort with regulatory documentation — HAZMAT placarding, SDS sheets, customs declarations
  • Ability to operate with urgency when test schedules drive compressed shipping timelines
Preferred Qualifications
  • Experience supporting DoD or Air Force logistics operations
  • IATA Dangerous Goods certification
  • Familiarity with OWMS or similar shipment tracking and workflow platforms
  • Basic awareness of ITAR/EAR export control concepts
  • Experience with international freight forwarding and customs clearance including Five Eyes partner nations
Work Location
On-site at Holloman Air Force Base, Alamogordo, New Mexico. This position requires full-time on-site presence.
