Technical Writer II
Location
Coronado, CA
Naval Amphibious Base Coronado — 2000 Trident Way, NAB Coronado, CA 92155
On-site support required. Remote work is not anticipated.
Employment Type
Full-Time
Expected Level of Effort: 1 FTE / 1,912 hours annually
Normal schedule is Monday through Friday, approximately 40 hours per week. Flexible, alternative, or extended hours may be required based on mission needs.
Clearance Requirement
Active SECRET clearance is required at time of performance. Candidate must be able to support work in classified environments and comply with all applicable DoD, Navy, NSW, and site security requirements, including access to NIPRNET and SIPRNET.
Position Summary
We are seeking an experienced Technical Writer II to provide professional technical writing support to Naval Special Warfare Command (NSWC) N32. The selected candidate will develop, edit, format, and maintain NSW operational training and readiness documentation in direct collaboration with Subject Matter Experts (SMEs) across NSW echelons.
The Technical Writer II will work with the NSWC N32 staff to ensure that training manuals, lesson training guides, Navy Tactics Techniques and Procedures (NTTPs), instructions, and other doctrine publications are accurate, concise, and consistent with joint doctrine and guidance. The role requires strong technical writing and administrative skills, proficiency with AI writing tools, and the ability to manage multiple documentation efforts simultaneously in a fast-paced, mission-driven environment.
Key Responsibilities
  • Develop, edit, format, and maintain NSW training documentation including training manuals, lesson training guides, NTTPs, instructions, and reference publications.
  • Apply professional graphic design and formatting to produce polished, publication-ready documents consistent with DoD and NSW standards.
  • Collaborate with Subject Matter Experts (SMEs) at all echelons of NSW to capture and communicate processes, procedures, and operational information clearly, concisely, and accurately.
  • Utilize AI software applications to assist in drafting, revising, and synthesizing documentation; apply professional editorial judgment to AI-generated content prior to incorporation.
  • Assist with finalization and preparation of approved drafts for publication and dissemination to the force.
  • Maintain configuration control of document revisions and version history within government-provided document management systems, including SharePoint and Microsoft CRM.
  • Provide administrative support to N3 management and operational functions as directed by the Government Program Manager or Contracting Officer's Representative.
  • Process correspondence for leadership approval; prepare briefing materials and decision packages for senior leadership.
  • Track and organize information accurately across multiple databases; manage records in accordance with applicable Navy records management instructions.
  • Submit Monthly Status Reports to the Government PM and COR within the first 10 calendar days of each month, detailing documentation supported and progress toward completion.
  • Report all contractor labor hours via SAM.gov Service Contract Reporting no later than 31 October each year.
  • Safeguard classified material up to SECRET and perform classified document control functions in accordance with the applicable DD254 and Navy security instructions.
  • Immediately notify the Government of any security incidents or potential unauthorized disclosures of classified or sensitive unclassified information.
  • Comply with all applicable safety, security, counterintelligence, information protection, and physical security requirements.
Required Qualifications
  • Active SECRET clearance required at task start; must be able to access NIPRNET and SIPRNET systems.
  • U.S. citizenship is required.
  • Must be able to obtain and maintain access to military installations; valid state driver's license required.
  • Bachelor's Degree from an Accredited U.S. College.
  • Minimum of 10 years of experience developing, researching, compiling, organizing, and documenting SOF or Navy training doctrine, policy, and supporting documentation.
  • Prior experience performing administrative duties for U.S. Government agencies, including records management, correspondence processing, brief preparation for leadership, and organizational effectiveness monitoring.
  • Demonstrated experience managing classified material and performing classified document control functions.
  • Expert proficiency in Microsoft Office Suite, including Word, Outlook, Excel, and PowerPoint.
  • Proficiency with SharePoint and Microsoft Customer Relationship Manager (CRM) / Task Management Tool.
  • Intermediate-level proficiency with Adobe Acrobat products.
  • Demonstrated proficiency utilizing AI software applications and synthesizing AI output for documentation development and revision.
  • Excellent written and verbal communication skills; ability to communicate clearly and effectively with personnel at all organizational levels.
  • Strong attention to detail and ability to enter data accurately into multiple databases.
Required NSW Documentation Experience
The candidate's resume must demonstrate experience in at least two of the following three areas:
  • Development or revision of NSW or SOF training doctrine, tactics, techniques, and procedures publications.
  • Direct collaboration with NSW or SOF Subject Matter Experts to develop or update operational or training materials.
  • Preparation and staffing of official correspondence, instructions, or publications within a military or government command environment.
Preferred Qualifications
  • Master's Degree from an Accredited U.S. College.
  • Direct experience developing, researching, compiling, organizing, and documenting Naval Special Warfare (NSW) training doctrine, policy, and supporting documentation.
  • Familiarity with NSW publications such as NWP 3-05, CNSWCINST S3500.3B, and NTTP series.
  • Experience working in or supporting USSOCOM or its component commands.
  • Familiarity with the Joint Lessons Learned Information System (JLLIS) or Navy Lessons Learned database.

Compensation
Compensation is commensurate with experience and qualifications. This position is subject to the Service Contract Act (SCA) under Wage Determination WD 2015-5635 (Rev. 30), San Diego County, CA. The following ranges reflect expected compensation for qualified candidates:
Salary Range (Direct Labor)
$87,500 – $104,000 annually ($42 – $50/hr), depending on experience and qualifications.
Work Environment
This position requires on-site work at a government facility in Coronado, CA. Work may be performed in classified spaces and may involve access to sensitive government systems and information. The selected candidate must comply with all applicable security policies.
Normal work hours are generally Monday through Friday, 0800–1630. Alternate schedules, extended hours, or additional support may be required to meet mission requirements. Travel is not anticipated but may be authorized via contract modification if required.
