The Naval Air Missiles Strategic Sub Business Unit (SSBU) is seeking a Tomahawk Program Manager to support ongoing and future production execution for the Tomahawk program. This role provides factory-specific leadership across Tucson based production centers, including the Rita Road Factory and the Integration & Test Facility (ITF) located at the Raytheon Tucson Airport site.
The Program Manager will serve as the primary on-site production execution leader, ensuring daily operations performance, driving material health, coordinating cross-functional issue closure, and supporting execution excellence across all Tomahawk production value streams. This position partners closely with Operations, Supply Chain, Quality, Engineering, and the broader Tomahawk Program Management Office to ensure successful hardware delivery, adherence to cost/schedule baselines, and resolution of factory barriers.
This position reports directly to the Tomahawk Production Director.
**This is an onsite position at our Tucson, AZ facility

Will You Will Do:
  • Provide Tier 2 factory floor support across Tucson production centers for Tomahawk hardware flow, including rapid response to production issues, decision making support, and daily readiness checks.
  • Lead daily execution activities including Program Tier meetings and cross-functional action management to maintain schedule and delivery performance.
  • Coordinate and lead barrier removal activities for production constraints related to test equipment, labor, process flow, and material availability.
  • Serve as a core member of the Program Leadership Team (PLT), providing factory execution insight, driving alignment between program objectives and production realities, ensuring risks and barriers are elevated with clear mitigation paths, and supporting cross-functional decision-making to meet cost, schedule, and delivery goals.
  • Oversee FRACAS (Failure Reporting, Analysis, and Corrective Action System) activities for Tomahawk production hardware, driving timely containment, root-cause assessment, and corrective action closure.
  • Manage and report material health status, ensuring alignment with MRP, identifying shortages, and closing supply chain-driven production risks.
  • Interface daily with Operations, Engineering, Quality, and Supply Chain to ensure smooth execution of factory activities and timely hardware delivery.
  • Support proposal inputs, production readiness planning, and transition-to-production efforts for new configurations or capability upgrades.
  • Build and maintain strong relationships with key internal partners across the SSBU and the Tomahawk execution teams.

Qualifications You Must Have:
  • Typically requires a University Degree or equivalent experience and a minimum of 10 years prior relevant experience, or An Advanced Degree in a related field and a minimum of 7 years' experience
  • Prior production program or project management experience.
  • Experience working with manufacturing, engineering, or operations teams.

Qualifications We Prefer:
  • Program/Project Management Level 4 certification (or ability to obtain within one year).
  • EVMS Certificated
  • Experience with FRACAS, material planning systems, and factory operations.
  • Prior experience supporting missile or high-reliability hardware production.
  • Demonstrated ability to manage cross-functional teams.
  • Strong communication and problem-solving abilities.
  • Experience driving Lean/Agile improvements in a production environment.

The salary range for this role is 132,400 USD - 251,600 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
