Position Summary

Odyssey is seeking a Journeyman Security Management Professional to support the AFLCMC/IN Intelligence Directorate, working across DoD agencies, the Office of the Secretary of Defense (OSD), Headquarters Air Force (HQ USAF), and broader AFLCMC initiatives.

This position is located onsite at Wright Patterson AFB, OH.

Responsibilities

Duties include, but not limited to:

    Support internal and external briefings and reports by applying expertise in acquisition, physical, personnel, and documentation security for SCIFs and SAPFs; coordinate and report through the base SSO.
  • Provide security knowledge and experience throughout the program lifecycle, working with Government, prime, and subcontractor personnel to develop and implement effective security practices and policies.
  • Support development of SCIF/SAPF certifications, Program Protection Plans (PPP), system security management plans, OPSEC plans, risk analyses, vulnerability assessments, CONOPS, DD Form 254 reviews, and other security engineering documentation per applicable DoD, AF, and IC standards.
  • Coordinate with Intelligence Community (IC) and external agencies to ensure successful execution of security management activities.
  • Assist in establishing and maintaining SAP/SCI facilities, including construction guidance, accreditation documentation, fixed facility checklists, and accreditation updates.
  • Provide daily oversight of classified facility administration, identify process improvements, and recommend corrective actions to Government security and program management personnel.
  • Support accreditation and maintenance of SCI/SAP facilities under direction of the SSO, PSO, and site security manager; assist in developing construction security plans, SOPs, facility checklists, approval requests, and facility security status reports.
  • Ensure personnel meet SCI/SAP eligibility requirements; manage CAFNET and DISS accounts to administer personnel access; track, report, and update security systems and records.
  • Recommend and support implementation of SAP/SCI information system management procedures; ensure integration of systems security with established facility processes; support COMSEC account establishment and management.
  • Help develop, deliver, and track SAP/SCI security education and training programs; brief personnel; maintain required security documentation and inspection records.
  • Prepare for and support facility inspections, audits, and corrective action plans; serve as alternate Top Secret Control Officer; conduct entry/exit searches per guidance.
  • Assist with establishing/facilitating the System Security Working Group (SSWG) or security-related IPTs; maintain meeting records and coordination of security documentation.
  • Support development of security requirements in contractual documents, including SOW/SOO, RFPs, and CDRLs; assist teams in designing cost-effective strategies for integrating security requirements into system technical orders.
  • Identify critical program information and recommend appropriate protection measures.
  • Maintain SCI facilities and support preparation for SCI and SAP inspections; assist Government security leads in information, industrial, personnel, physical, and OPSEC activities.
  • Maintain databases tracking classified information receipt, storage, inventory, and disposition; support audits to ensure proper accountability.
  • Maintain classified visit and clearance databases; perform inspection, logging, storage, transmittal, and distribution of classified materials; evaluate classified packages for compliance with security classification/declassification guidance.
  • Provide recommendations for improving security procedures and policies; assist with DD Form 254 coordination and related security documentation for AFLCMC and AFMC activities.
  • Analyze AFLCMC security processes and develop strategies to improve efficiency, effectiveness, and compliance; support strategic security planning and reporting.
  • Assist in technical security services supporting development, acquisition, and sustainment of AFLCMC-controlled areas, weapon systems, and associated support systems.
  • Support implementation of information, personnel, physical, industrial, COMSEC, resource protection, force protection, and anti-terrorism programs; apply ICD 703-related experience.
  • Assist in developing and implementing common cybersecurity guidance across AFLCMC programs.
  • Perform SAP developmental planning and security management; ensure SOPs follow DoD, AF, SAP, SCI, and collateral security guidance; report policy non-compliance to Government leads.
  • Implement and maintain visitor control, reproduction/destruction, transmission, safeguarding, marking, accountability, and other administrative procedures within SAP/SCI facilities.
  • Establish and maintain SAPFs supporting anti-tamper activities per DoD, AF, and IC directives, including JAFAN 6/9; manage construction requirements, accreditation documentation, updates, and approvals; provide daily classified facility oversight and recommend corrective actions.

Qualifications

Minimum Required Qualifications

Citizenship: Must be a US citizen

Clearance: Active Top Secret Clearance

Education/Experience:

  • Bachelor's degree or higher in a related field and at least 3 years of related experience, 3 of which must be in the DoD.
  • OR, 7 years of directly related experience, 5 of which must be in the DoD.

Additional Preferred Experience:

  • SCIF/SAPF facility accreditation, construction requirements, and fixed facility checklist development.
  • Program Protection Plan (PPP) development, risk analysis, vulnerability assessments, and security engineering documentation.
  • Personnel security systems management, including DISS, CAFNET, and access/eligibility tracking.
  • Classified information management, including database tracking, audits, inventory, and compliance with classification/declassification guides.

Interpersonal Skills:

  • Strong collaboration skills for working with Government, contractors, and cross-functional security teams.
  • Clear and concise communicator able to brief leadership and support personnel effectively.
  • High level of professionalism, discretion, and sound judgment when handling sensitive information.
  • Ability to build trust, provide guidance, and positively influence adherence to security policies and procedures.
