The primary purpose of this ACQUISITION PROGRAM MANAGEMENT SPECIALIST, NH-1101-03 position is to serve as the Acquisition Program Manager liaison and Subject Matter Expert (SME). This role bridges the gap between contracting and program execution teams to resolve complex programmatic challenges and align efforts with mission objectivesQualifications:Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, General Business and Industry Series 1101. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience includes the following tasks: Direct, plan, and control contractual, financial, and technical aspects of acquisition programs from concept to sustainment; Integrate and synchronize diverse functional specialists (contracting, engineering, logistics) to meet established program objectives; Develop risk mitigation strategies and presents formal briefings to senior leaders to justify program plans and funding; Monitor and evaluate industry partners against cost, schedule, and technical parameters to ensure contractual compliance. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Extensive knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing.
  • Master knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance.
  • Extensive knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition., supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas.
  • Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relations with all individuals and organizations.
  • Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution.
  • Skill in interpreting and applying complex DOD, USAF, AFMC, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required.
