Job description

You will serve as a FINANCIAL MANAGEMENT ANALYST (Regional Accountable Property Officer) in the FINANCIAL MANAGEMENT DEPARTMENT of COMMANDER, NAVY REGION NORTHWEST.Qualifications:

GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Analyzing and recommending costs and benefits of alternative methods of financial management of organization's programs and administrative operations; 2) Reviewing, inspecting, and evaluating financial information; 3) Controlling and reporting obligations and expenditures; 4) Providing advice and guidance with NRNW staff to correct ERP; and 5) Communicating policies, procedures, and program updates to stakeholders. GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting regulations, policies, and operating instructions as they relate to Financial Management; 2) Generating and reviewing financial reports; and 3) Reconciling financial transactions within financial systems. This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification level must be achieved within prescribed timelines. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Education:In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
FOR THE GS-11 GRADE LEVEL:
Have successfully completed a Ph.D. or equivalent doctoral degree.
OR
Have successfully completed three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree.
OR
Have successfully completed an LL.M. degree that is related to the position being filled.
OR
Have a combination of experience and education that equates to one year of experience. Percentage of education plus percentage of experience must equal 100%.
FOR THE GS-09 GRADE LEVEL:
Have successfully completed a master's or equivalent graduate degree.
OR
Have successfully completed two full years of progressively higher graduate level education leading to a master's degree.
OR
Have obtained an LL.B. or J.D. that is related to the position being filled.
OR
Have a combination of experience and education that equates to one year of experience. Percentage of education plus percentage of experience must equal 100%
