Job Details:
Role: Junior Database Developer
Location: Naval Station Mayport, FL (On-site)
Duration: Long Term Contract
 
Clearance: Active Secret Clearance (Must)
1.1 Position Summary:
The Junior Database Developer is located within the LCSRON TWO (N1) Admin Department. The core mission of this role is the design, creation, and sustainment of technical multi-user web-based database systems to support complex metrics analysis. This position serves as a technical Subject Matter Expert (SME) in database architecture, focusing on reducing work “churn” and duplicative efforts through streamlined data processes. The Developer provides the technical infrastructure necessary to track maintenance, sustainment, and operational readiness across the squadron.
1.2 Primary Responsibilities:
  • Participate in advisory meetings within the first 10 business days with the Commodore and Subject Matter Experts (SMEs) to discuss needed modifications and data cleanup for the T2Q database.
  • Execute the immediate 30-day objective: complete the cleanup of historical data in the T2Q (Train to Qualify) database and deliver at least ten priority known reports.
  • Design maintenance databases and process flows based on initial Work-Flow Analysis, ensuring all designs adhere to current system study methodologies.
  • Utilize Visual Basic for Applications (VBA), HTML, SQL, and MS Access to build, maintain, and enhance robust technical business applications.
  • Collaborate with the Metrics Business Analyst and SMEs to develop, update, and maintain multi-user databases used to track data metrics across all squadron business lines.
  • Facilitate small groups as required to address specific design needs and develop tools that meet evolving squadron requirements.
  • Participate in twice-weekly status meetings to provide technical updates, identify barriers to success, and offer recommendations on best practices for meeting business objectives.
  • Support the Chief of Staff and Department Heads by providing interpretive analysis from databases regarding Preventative Maintenance Availabilities (PMAV), Operational Availability (Ao), and Material Availability (Am).
1.3 Mandatory Qualifications
  • Education Possess a Bachelor’s degree from an accredited United States college or university in database development, computer-related fields, or provide evidence of equivalent military/commercial experience.
  • Experience Demonstrate a minimum of three (3) years of specialized experience in database development and business analysis. This experience must include proven proficiency in utilizing MS Access, SharePoint, SQL, VBA, and HTML to build and maintain robust business applications.
  • Technical Skills Proficiency in MS Office for reporting and analysis. Proven ability to convey complex analysis through easy-to-understand methods like graphs, charts, and tables.
  • Communication and Interpersonal Must possess excellent communication skills and be fully fluent in both oral and written English. Demonstrated capability for positive interpersonal relationships and a team-player approach.
2. General Requirements and Security:
2.1 Security and Citizenship:
  • U.S. Citizenship is a mandatory requirement for these positions.
  • Personnel must possess and maintain a SECRET security clearance, which must be held on the start day of work.
  • All personnel are subject to background checks and must obtain Defense Biometric Identification System (DBIDS) credentials as per SECNAV FORM 5512/1.
  • Credential Return Policy: Upon termination of employment, personnel must return all identification cards and base passes to Security Forces within 24 hours.
2.2 Place and Hours of Performance:
  • Location: All work is performed on-site at Naval Station Mayport, FL (LCSRON TWO / LCS Mission Module Readiness Center).
  • Core Hours: 0730–1630, Monday through Friday, totaling an eight-hour workday.
  • Lunch Break: A one-hour lunch break is authorized between the hours of 1100 and 1300.
  • Overtime: Any work performed beyond core hours must be specifically authorized by the command.
2.3 Professional Standards and Prohibitions
  • Identification: Personnel must clearly identify themselves as contractors at all times (e.g., via company shirt, pin, or visible ID) and when introducing themselves to DoD or foreign officials.
  • Governmental Functions: Contractors shall not perform inherently governmental functions, including the management of government programs or the discretionary exercise of government authority.
  • Supervision Prohibitions: Contractor personnel are prohibited from managing, supervising, or tasking DoD civilian employees or military personnel.
  • Mandatory Training: Personnel must complete and stay current on all training required by COMNAVSURFLANT, assuming a minimum of 9 hours of required training courses annually.
  • Work Accountability: Contractors must maintain a separate list of work assigned and completed for periodic assessment by the Contracting Officer Representative (COR).
