Job description
Position Summary
Reporting to the Chief Academic Officer, the Dean of Workforce, Career, and Technical Programs will provide leadership and oversight of the School of Workforce, Career, and Technical Programs. The school consists of all non-credit and workforce programs and the following academic programs and their corresponding certificates and/or micro-credentials: automotive, business administration, business accounting, and construction technology. The non-credit and credit Police Basic Training offerings will also report to this role.
The Dean has oversight and supervision over all faculty, part-time and full-time, non-credit instructors, and staff working under the School of Workforce and CTE Programs. This role will develop and implement a strategic plan for the School as an enhancement of academic quality, development of new programs, and alignment of non-credit to credit pathways throughout the college. The Dean will work with external partners and stakeholders to support the skill attainment needed for specific career paths and industries and will also work with the other Deans to establish proper alignment of academic programs to industry and workforce requirements. As career-centered initiatives, the Dean will also oversee the college's Credit for Prior Learning program and support the creation of microcredentials across all academic schools.
Provide strategic direction for all assigned academic programs, ensuring alignment with institutional goals, accreditation standards, and workforce needs
Lead curriculum development and revision for credit-bearing academic programs
Lead academic assessment and curriculum development for all non-credit bearing programs
Oversee instructional quality, program review, and continuous improvement initiatives
Oversight of all microcredential development and alignment to degree pathways
Develop new short-term credentials, microcredentials, and industry-recognized certifications
Collaborate with the other Deans and Academic Affairs to create non-credit and micro-credential programming that aligns with industry needs and degree pathways
Direct all non-credit workforce training programs, including program creation, scheduling, instructor hiring, and compliance
Identify emerging workforce needs through labor market analysis and employer engagement
Develop a strategic plan for Workforce Development that includes enrollment, enhanced and new programming, and intentional pathways designed from non-credit to credit, revenue projections, marketing plans
Industry and Community PartnershipsBuild and maintain partnerships with employers, unions, workforce boards, K-12 districts, and community organizations
Collaborate with external partners to design responsive training programs and secure internship, apprenticeship, and job placement opportunities
Represent the college in regional workforce initiatives and economic development efforts
Work with external partners to establish additional pathways for adult learners
Personnel ManagementOversees all full-time faculty and adjuncts reportig to this school
Recruit, recommend, and evaluate full-time faculty, adjuncts, and workforce instructors
In partnership with the Center of Innovation, Teaching, and Learning (CITL), provide professional development opportunities for faculty and staff that correspond with the school's and institution's priorities
Provide leadership, coaching, and mentorship to faculty, adjuncts, and workforce instructors
Manage staffing assignments, workload distribution, and performance expectations
Recommend any release time, overload, or stipend requests to Academic Affairs for faculty
Budget and Resource ManagementDevelop and oversee budgets for all assigned programs, including personnel, equipment, supplies, and travel
Approve operational expenditures and monitor fiscal performance
Pursue grants, contracts, and revenue-generating opportunities to expand workforce and academic programming
Create pay scale for all non-credit instructors
Track revenue of all workforce programs and discern how programming contributes to college operations
Operational AdministrationOversee scheduling of courses, labs, and training programs in coordination with Academic Affairs.
Ensure compliance with state, federal, and accreditation requirements
Maintain program documentation, reporting, and data tracking for institutional planning
Conduct assessment of all programs in alignment with the college's strategic plan, enrollment planning, and the division's strategic plan
Oversee the experiential learning efforts for the college including service learning, internships, Empire State Service Corps, and similar high-impact practices
In coordination with Academic Affairs, enhance and expand Credit for Prior Learning opportunities as entry points for adult learners
Institutional CollaborationServe on college committees and contribute to institutional planning and policy development
Work closely with Enrollment Management, Continuing Education and Workforce Development, and Student Services to support recruitment, retention, and student success
Coordinate with Facilities and IT to ensure program spaces and equipment meet instructional needs
Collaborate with Academic Affairs to strategically expand the Prison Education Program offerings
Maintain accreditation for
Strategic InnovationLead initiatives to expand workforce and CTE offerings, including hybrid, online, and employer-sponsored training
Evaluate emerging technologies and industry trends to keep programs current and competitive
Develop pathways that bridge non-credit training to credit-bearing academic programs
Collaborate with Marketing, Enrollment Management, and Student Affairs to recruit adult learners and support their academic progress
Partner with the college's Foundation to support students through scholarships and emergency needs
Develop and assess a workforce strategic plan that aligns with institutional strategic planning and priorities
Host external stakeholder events to increase engagement and participation from relevant communities, employers, and organizations through Greene and Columbia counties
Required QualificationsMaster's degree in a relevant field (business, education, workforce development, or related discipline)
Progressive administrative experience in workforce development and career and technical education
Knowledge of academic assessment and curriculum development
Experience developing non-traditional entry points to college: Credit for Prior Learning, workforce programs, GED completion, micro-credential completion
Demonstrated ability to build partnerships with employers and community organizations
Experience with budgeting, personnel supervision, and program development
Experience with grant writing and post-award management
Strong communication, organizational, and leadership skills
Experience working with students from diverse communities, veterans, adult learners, and students with financial needs
Preferred QualificationsAt least 3-4 year's experience in a community college environment.
Knowledge of New York State Education Department (NYSED) regulations and SUNY policies.
Familiarity with non-credit workforce funding streams (WIOA, apprenticeships, grants).
Background in business, construction, automotive, or related technical fields.
