MINIMUM QUALIFICATIONS

TO\r\nQUALIFY FOR THE COMPETITIVE ASSESSMENT PROCESS, YOU MUST MEET THE MINIMUM\r\nREQUIREMENTS BY FULFILLING ONE OF THE PATTERNS LISTED BELOW (I-II) AND CALIFORNIA DRIVER'S LICENSE.\r\n\r\n\r\n\r\nEITHER I\r\nExperience:The equivalent of three (3) years of full-time experience in the classification of Buyer II, Zone 7 in the Alameda County classified service.\r\n\r\nOR II\r\n\r\n\r\nEducation:Possession of a bachelor's degree from an accredited college or university in public administration, business administration, economics, or a related field;\r\n\r\n\r\nAND\r\n\r\n\r\nExperience:The equivalent of five (5) years of increasingly responsible full-time professional purchasing experience in a formal purchasing department, purchasing a variety of supplies, materials, equipment, and services.\r\n\r\n\r\nSubstitution:Additional work experience may be substituted for the education requirement on a year-for-year basis.\r\n\r\nLicense:Possession of a valid California Driver's license is required.\r\n\r\n\r\nNOTE:\tThe Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.\r\n

KNOWLEDGE AND SKILLS

The\r\nmost suitably qualified candidates will possess the following competencies:\r\n\r\n\r\nKnowledge of:\r\n\r\n\r\n Purchasing principles, practices, and techniques in a public agency, including competitive and public works bidding procedures and the preparation and evaluation of technical and other bid specifications.\r\n Basic applicable laws, codes, regulations, policies and procedures related to public bidding, contracting and procurement.\r\n Risk Transfer as it relates to contractual obligations with suppliers.\r\n Electronic procurement and financial ERP systems, and Microsoft Office applications, such as Word, Excel, SharePoint, PowerPoint, and Outlook.\r\n Basic financial recordkeeping, accounts payable and contract management procedures and practices.\r\n Basic vendor management.\r\n\r\nAbility to:\r\n\r\n\r\n Analyze information and problems, evaluate alternatives, and develop sound conclusions and recommendations.\r\n Negotiate effectively with vendors on behalf of the Agency.\r\n Prepare clear, accurate and concise specifications, agreements, contracts, records, reports, and correspondences.\r\n Present proposals and recommended course of action clearly and logically.\r\n Interpret, explain and apply federal, state, local, and Agency laws, regulations, ordinances, and policies governing purchasing procedures.\r\n Reconcile discrepancies, expedite transactions, and perform highly detailed work on multiple concurrent tasks with frequent interruptions.\r\n Communicate both verbally and in writing and maintain effective communication between Agency sections and Procurement.\r\n Establish and maintain effective working relationships with employees, vendors, and the public.\r\n\r\n\r\n\r\n

EXAMINATION COMPONENTS

THE EXAMINATION WILL\r\nCONSIST OF THE FOLLOWING STEPS:\r\n\r\n\r\n\r\n\r\n A review of\r\n applicants' application andsupplemental questionnaire to verify possession of minimum requirements.Those candidates who possess the minimum\r\n requirements for the class will move on to the next step in the examination\r\n process.\r\n An oral examination\r\n which will be weighted as 100% of the candidates' final examination score.
