Position Description
Position Summary
The Strategic Program Manager will sit at the center of NRE's strategic planning function, translating executive vision into actionable plans and ensuring the company's growth initiatives are scoped, prioritized, and positioned for success. Reporting to the Chief Strategy & Shared Services Officer, this role is responsible for shaping NRE's growth agenda through strategic planning and analysis while simultaneously driving cross-functional programs from concept through completion. The ideal candidate operates equally well in the boardroom building a business case as well as in the field and office ensuring an initiative delivers measurable results.
Key Duties and Responsibilities
Strategic Planning and Analysis
    • Lead NRE's strategic planning process, including annual and multi-year planning cycles, goal-setting frameworks, strategic road mapping, and executive offsites.
    • Lead and conduct market research, competitive analysis, and industry benchmarking to identify growth opportunities across the electrical utility and infrastructure sectors.
    • Build business cases for strategic opportunities and initiatives.
    • Monitor industry trends, regulatory developments, and policy shifts that affect NRE's strategic positioning.
    • Support evaluation of potential partnerships, joint ventures, acquisitions, or other inorganic growth opportunities as they arise.
    • Prepare executive-level presentations, board materials, and strategic briefings that synthesize complex data into clear recommendations.

Program Execution and Cross-Functional Leadership
    • Develop and maintain the company's strategic initiative portfolio, prioritizing and sequencing programs based on impact, feasibility, resource requirements, and risk profile.
    • Build and manage detailed program plans, timelines, budgets, and risk registers for each strategic initiative.
    • Coordinate across divisions and departments (operations, finance, business development, transformation, and shared services) to drive alignment, assign ownership, and remove obstacles.
    • Collaborate with the transformation office on change management efforts associated with strategic initiatives, engaging teams at all levels in design and adoption.
    • Track initiative performance against strategic KPIs/OKRs and report progress to the leadership team on a regular cadence, providing data-driven recommendations for course corrections.
    • Identify process improvement opportunities that surface during program execution and translate them into scalable operational gains.
    • Ensure all programs comply with applicable regulatory requirements, including safety standards, state licensing requirements, and government contracting obligations.

Position Requirements
Qualifications
Required:
    • Bachelor's degree in Business Administration, Finance, Engineering, Construction Management, or a related field
    • 7+ years of progressive experience in corporate strategy, management consulting, program management, or a related function, preferably in construction, electrical, utility, or infrastructure industries
    • Strong analytical and financial modeling skills, with the ability to build compelling, data-driven business cases
    • Demonstrated ability to manage complex, multi-stakeholder programs with significant budgets from concept through delivery
    • Exceptional written and verbal communication skills, with comfort presenting to C-suite and board-level audiences as well as communicating effectively with field personnel
    • Proficiency in project management and data analysis tools (e.g., MS Project, Smartsheet, Excel, PowerPoint, Tableau, or equivalent)

Preferred:
    • Master's degree (MBA strongly preferred)
    • PMP, PgMP, or equivalent certification
    • Background in management consulting (e.g., McKinsey, BCG, Bain, Deloitte, or similar)
    • Experience in the electrical utility construction or energy infrastructure industry
    • Experience working within an ESOP-structured or privately held company

    • Adaptability: Comfortable operating in a dynamic environment with shifting priorities and field conditions
    • Mindset: Ownership mindset consistent with NRE's employee-owned (ESOP) culture

Travel
Regular travel is required, including periodic visits to regional offices, project sites, and other locations nationwide.
