Job description

Job Title: Labor & EEO Specialist 2

Department: Labor Relations

Primary Location: Ohio-Franklin County-Columbus

Work Location: 855 W. Mound Street, 43223

Union-covered Position: No

FLSA Status: Exempt

Job Type: Full-Time

Schedule: Monday – Friday, 8am – 5pm

Minimum Starting Salary: $29.54/hour with adjustments based on experience

This position is responsible for providing informed advice on labor relations, employee discipline, EEO, and union-contract matters in a public sector union environment. Duties include:

  • Provides consultations on employee and labor relations matters including labor negotiations, employee grievances, and disciplinary issues; participate in the employee discipline process; conduct pre-disciplinary conferences for employees alleged to have violated FCCS work rules or policies; conducts internal investigations and prepares reports of complaints related to protected class issues; prepares written responses to inquiries of OCRC, EEOC, etc. Collects, reports and completes survey on Equal Employment Opportunity/Affirmative Action for state and local government officers, i.e. Ohio Civil Rights Commission, Franklin County Auditor; keeps current on race, sex and handicap composition with the agency departments. May represent the agency at discrimination complaint hearings conducted by state or federal agencies.
  • Gathers & analyzes facts & documentation concerning grievances filed to recommend resolution, assists Manager, Labor Relations & EEO with preparation of case documentation, corrective actions, appeals & labor-management meetings (e.g., identifies existing & potential labor problems & makes recommendations for resolution within scope of current bargaining contract; gathers & compiles data & other documents).
  • Assist Manager in unemployment compensation program goals and processing.
  • Facilitate investigatory interviews, mediation meetings for staff and supervisors, assist with letter of instruction process and attend written reprimand meetings and participate in performance improvement meetings including but not limited to probation extensions and all removals.
  • May perform special investigations; investigate allegations of unfair working conditions, falsification of records, abuse of authority, etc.; conduct investigations in response to complaints filed by employees; issues written findings of investigations.
  • Provides guidance, assistance, and support to Agency directors, managers, and supervisors regarding collective bargaining agreement and Employee Handbook questions, and questions related to civil service laws and rules.
  • Provides EEO training to new employees & management personnel to keep abreast of new trends or legislation; advises employees with discrimination charges or grievances.
  • Plans, conducts & attends meetings related to Labor and EEO.
  • Performs supporting administrative duties; serves as a liaison between the HR Department and the County Prosecutor’s Office.
  • Maintains EEO and Labor Relations investigation records & statistical data.
  • Prepares periodic reports, surveys, position statements & other required forms for affirmative action program; posts EEO materials on bulletin board.
  • Performs other related duties as assigned.



What you bring to the role (Minimum Qualifications):

  • Completion of undergraduate core program in human resources, business or public administration that included coursework in labor relations;
  • 36 months of experience in collective bargaining;
  • 24 months of training or 24 months of experience in interviewing;
  • 24 months of training or 24 months of experience in EEO & affirmative action regulations & procedures;
  • 18 months of. training or 18 months of experience in employee training & development.

  • Master’s degree in human resources, business or public administration that included coursework in labor relations;
