Job description

UTRS Civil & Environmental Engineering (UTRS CEE), a division of Universal Technical Resource Services, Inc. (UTRS) is currently seeking a Civil/Environmental Engineer to join our team! We are looking for someone that will support our mission to consistently deliver creative, high-quality, technology-based services to our customers on time and within budget.

This Full-Time position will be responsible for Environmental Engineering Design and Consulting on projects for private and public sector clients. This position is in East Stroudsburg, PA.


What will you be doing?

Duties include:

  • Design and specification of Water and Wastewater Treatment and Conveyance systems.
  • Preparation of Erosion and Sedimentation Control Plans.
  • Preparation of Environmental Permit Applications including applications for NPDES Sewage Permits, Public Water Supply Permits, Sewage Planning Modules, Highway Occupancy Permits and Delaware River Basin Commission Dockets.
  • Construction Administration and Construction Observation.
  • Review of Plans on behalf of local Municipalities and Authorities.


What skills will the ideal candidate have to be successful?


This position will require the following skillsets and experience:

  • Bachelors of Science in the Engineering Disciplines
  • 2 to 5 years' experience
  • PE in Pennsylvania, EIT with the ability to earn a PE license within two years, or ability to obtain a license through reciprocity with other states or jurisdictions
  • Working knowledge of Microsoft software products (Word, Excel, Outlook etc.)
  • Field experience in the observation of Construction Projects
  • Ability to collaborate with others on a design team.
