Job description

Odyssey Systems is seeking a Program Control Analyst who will provide on-site project management/administrative support and coordination for our Aviation portfolio in Dayton, Ohio. Duties may include contract accounting and reporting, financial performance analysis, contract funding and expenditure analysis and reporting, contract billing review, and budget variance analysis with a primary focus on contract travel requirements.

The successful candidate will demonstrate attention to detail, analytical skills, and the ability to work both independently and collaboratively within a team environment.

This is a hybrid position, requiring four (4) days per week on-site.


Duties include, but are not limited to:

Financial Planning & Analysis:

  • Apply financial and accounting principles for preparation and analysis of project financial and scheduling data and other contract or project business-related tasks.
  • Employ financial control procedures and forecasting techniques to evaluate contract/program/task status and ensure compliance with government and customer requirements. This may include ensuring funding is available and recommending adjustments to budgetary plans and forecasts to ensure execution within the contract budget.
  • Provide internal financial reporting and forecasting to the collaborating Program Control Analyst(s) as well as Program Leadership.
  • Participate in Aviation financial analysis review with the leadership team; build presentation material for leadership review.
  • Maintain insight into all travel financial execution and projections, actively coordinating with Government, Odyssey, and Subcontractor points of contact to ensure accurate and timely authorization and expense reports, as well as invoices, are produced and delivered accurately on time.
  • Assess funding health to ensure appropriate levels are projected and available to support contract requirements.
  • Readily communicate financial needs to expedite funding transactions needed for the continuity of operations.

Operations & Contract Execution:

  • Ensure compliance with internal procedures and government procurement regulations.
  • Actively engage with Odyssey managers and/or travelers to ensure optimal employee travel funding usage per contract requirements.
  • Participate in recurring meetings coordinating with multiple Odyssey departments, including Odyssey Accounting, Finance, and Contracts Department POCs.
  • Be able to manage a myriad of tasks and initiatives simultaneously. Actively manage a predictable routine ‘battle rhythm’ that enables efficiency and continuous process improvement.
  • Communicate effectively with the program stakeholders to review requests, reports, invoices, and contract deliverables to explain detail, identify and provide analysis and forward notice of risks or issues, and alert of actual or potential deviations. 

Citizenship: Must be a US citizen

Minimum Required Qualifications

ClearanceAbility to obtain a Secret Clearance

Education: BS in Accounting, Finance, or Business

Years of Experience: At least one (1) year of experience in a DoD financal planning and analysis, financial management, or cost analysis role. 

Preferred Qualifications

Years of experience: Two plus (2+) years of experience DoD financial planning and analysis, financial management, or cost analysis role

Technical Skills

  • Intermediate proficiency in Microsoft Excel, connecting external data, consolidating data, and utilizing complex formulas
  • Department of Defense Acquisition experience
  • Accounting and/or Financial Audit experience
  • Experience with DELTEK Costpoint and Cognos reporting

Interpersonal Skills

  • Strong ability to communicate across all levels of the organization with both internal and external customers
  • Critical thinking skills
  • Ability to prioritize workloads to support the needs of a dynamic and geographically dispersed team.
