We're looking for you to join our team as a Principal Program Cost Control Analyst - Program Control Integrated Systems (PCIS) Tools. The preferred location for this position is Linthicum, MD. This position may also be staffed in Rolling Meadows, IL, San Diego, CA or Woodland Hills, CA. This is an onsite position that offers the 9/80 work schedule.
What You'll Get to Do
The Principal Program Control Analyst - PCIS Tools (PCA-PCIS Tools) will be responsible for administration, support and continuous improvement of our sector Program Control Toolset. Reporting to the Sector Manager - PCIS, you will serve as a primary point of contact for programs and users, drive process enhancements, test and implement updates to key tools (i.e. COBRA, Open Plan, PM Compass), and assist with development of related processes, templates, and training assets.
The PCA - PCIS Tools will interface with the program managers, functional management, control account managers (CAMs) and business managers to provide help desk support, bench support, and process improvements related to the PCIS tools and processes.
The roles and responsibilities of the PCA - PCIS Tools include, but are not limited to, the following:
  • Provide Tier 1 helpdesk support for PCIS tools, ensuring timely resolution of tickets.

  • Provide end user support

  • Configuration, testing and rollout of new releases and enhancements for COBRA, PM Compass, Open Plan and other EVM utilities

  • Participate on the MS PCIS Configuration Change Board (CCB), with a focus on streamlining and optimizing compliant processes.

  • Collaborate with business management, program management and technical teams to integrate tool outputs into cost schedule reporting and dashboards.

  • Program bench/ support (i.e. tools, EVM)

  • Communicate latest recommended processes and tools

The ideal candidate will understand, develop, and implement solutions for technical, programmatic, and compliance issues regarding program execution and EVM (cost, schedule and technical objectives). The candidate must possess strong analytical skills, the ability to work independently, present to leadership, and be comfortable seeking solutions from software documentation and vendor interaction. Also, the candidate must be able to work well in a team environment and give consistent applicable EVM direction to stakeholders such as program managers, control account managers, business managers, program control analysts, and schedulers.
Basic Qualifications
  • Bachelor's degree with 5 years of related professional experience - OR - a Master's degree with 3 years of related professional experience
  • Experience with SAP and financial systems
  • Experience with Cobra Cost & Earned Value System, along with performance measurement concepts and reporting.
  • Strong computer skills, with expertise in database concepts and advanced Excel functions
  • Ability to travel domestically 10% of the time.
  • US Citizenship
  • The ability to obtain and maintain a U.S. Government Secret level security clearance.

Preferred Qualifications:
  • Degree in Finance, Accounting, Computer Science, Business Administration or related field
  • Experience with Deltek Open Plan, PM Compass, Acumen, MS Access
  • Experience in a continuous improvement environment
  • Current, active U.S. Government Secret level security clearance.

Primary Level Salary Range: $89,900.00 - $141,200.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
